PERFORMANCE WORK STATEMENT (PWS) (Attachment 1)

TITLE: Enhanced Maritime Biological Detection (EMBD) Shipboard Power Pack (SPP)

1.0 Scope.

The scope of this effort is to design, test, and deliver a replacement for the existing Shipboard Power Pack (SPP) utilized in the Enhanced Maritime Biological Detection (EMBD) system.

This initiative aims to enhance the performance, reliability, and efficiency of the power supply to support the operational capabilities of the EMBD system.

1.1 Background.

The Joint Project Manager (JPM) for Chemical, Biological, Radiological and Nuclear (CBRN) Sensors, under the Capabilities Program Executive Chemical, Biological, Radiological and Nuclear Defense (CPE CBRND) within the Department of War (DoW), is tasked with development, production and fielding of CBRN detection and identification systems. The Joint Product Director for Biological Detection Systems (JPDD-BDS) requires a replacement for the current Shipboard Power Pack (SPP) used in the Enhanced Maritime Biological Detection (EMBD) system. The SPP functions as an Uninterruptible Power Supply (UPS) that provides condition power and battery backup to the EMBD system, supporting the operational needs of the United States Navy.

The SPP delivers clean, conditioned 115 VAC and 24 VDC power, with dual output capabilities. It supplies 250 watts of conditioned 24 VDC and 1,250 kW of conditioned AC output power. The outputs of the SPP provide high quality power with a pure sinewave AC output suitable for powering nonlinear loads with a high crest factor requirement and low noise DC output suitable for powering critical electronic loads. Additionally, the SPP has a low harmonic distortion and near-unity power factor. The SPP conditions input power, blocking surges, spikes and transients from the input sources while maintaining reliable and stable outputs to sensitive equipment.
