Amendment 0003 to Request for Proposal M67854-14-R-1010 in support of the Enhanced Flame Resistant Combat Ensemble (EFRCE) is hereby added (see attached pdf file).
Note - Amendment 0003 further extends the due date for proposals. The new due date for proposals is 6 June 2014 (refer to Amendment 0003, paragraph L.2.1). BE ADVISED - DUE TO A FEDERAL BUSINESS OPPORTUNITIES (FBO) WEBSITE ERROR, AT THIS TIME THE RESPONSE DATE IN FBO COULD NOT BE UPDATED TO COINCIDE WITH AMENDMENT 0003. AS SUCH, ONCE THE FBO WEBSITE ERROR IS FIXED, THE FBO SYSTEM RESPONSE DATE WILL BE UPDATED FROM 30 MAY 2014 TO MATCH THE NEW PROPOSAL DUE DATE OF 06 JUNE 2014 AS INDICATED IN AMENDMENT 0003.
Note - Amendment 0003 contains a newly modified Purchase Description dated May 2014 (attached) in support of the EFRCE procurement.

Based on previously published presolcitation notices, this EFRCE Request for Proposal (RFP) M67854-14-R-1010 with finalized attachments (to include the finalized Purchase Description) is provided.
Note - Due date for proposals is 2:00PM, 09MAY2014 (refer to Section L of the RFP for more details).
Note - Number of EFRCE Product Demonstration Models has CHANGED from the estimated four (4) stated in the presolicitation notice TO six (6) as stated in this RFP (refer to Section L of RFP for more details).
Note - Max Ceiling Quantity has been amended from the initially "estimated"165,000 EFRCE sets (set = blouse plus trouser) to 187,500 EFRCE sets OR 375,000 individual EFRCE articles OR any variation thereof (refer to Section B of the RFP for more details).
Note - In order for the Government to manage an efficient competitive RFP process, questions regarding this Request for Proposal should be received by the Government from industry in writing by 11:00am, 21APR2014. If questions are received after this time period, answers may or may not be provided at the discretion of the Government (refer to Section L of the RFP for more details).
Note - EFRCE Garment Construction Patterns remain unchanged from the DRAFT notice published during the presolicitation phase of this EFRCE procurement. However, for the purpose of clarity, directions explaining how to access the patterns have been re-attached and re-posted, and the "DRAFT" language removed.

With regards to this 10FEB2014 presolicitation modification:
Due to recent questions from industry and in order to ensure clarity, the Goverment is reasserting its 03FEB2014 presolicitation modification notice that this EFRCE procurement will be set aside solely for HUBZone small businesses in accordance with Federal Acquisition Regulation (FAR) 19.203(c), FAR19.203(d), FAR 19.203(e), FAR 19.1305(a), and FAR 19.1305(b). Further, to ensure holistic consistency throughout this EFRCE presolicitation notice, the 31JAN2014 Presolicitation Notice PDF Attachment has been reattached, changing the term "small business" to "HUBZone small business."

With regards to this 05FEB2014 presolicitation modification:
(1) As of 05FEB2014, please refer to DRAFT garment construction pattern attachment for EFRCE.
(2) Question: Will the four (4) EFRCE sets need to be printed in Woodland MARPAT?
Answer: Four (4) EFRCE sets can be printed in any of the camouflage patterns mentioned in the Product Description. Obviously, the camouflage pattern used in a respective set (blouse plus trouser) for a size Medium Regular Product Demonstration Model (PDM) must be uniform throughout in accordance with the Product Description. Offerors can choose to submit all four PDM sets in any of the camouflage patterns in the Product Description - four size Medium Regular PDM sets in Woodland MARPAT only, four size Medium Regular PDM sets in Desert MARPAT only, four size Medium Regular PDM sets in NWU II Desert only, or four size Medium Regular PDM sets in NWU III Woodland only. Or, an offeror may choose to submit four PDM sets in some variation thereof (e.g. two PDM sets in Woodland MARPAT, and two PDM sets in Desert MARPAT). This decision is at the discretion of the offeror. As an IMPORTANT REMINDER, attached Product Description is presently in DRAFT form along with the newly attached DRAFT garment construction pattern. The forthcoming formal solicitation will have the finalized version of these aforementioned documents in addition to other relevant content and attachments.
