AMENDMENT 0001

Amendment 0001 to EFRCE Request for Proposal M67854-14-R-1010

Question #1: The material specification for the blouse and trouser body states “shall consist of a flame resistant cotton/nylon/meta-aramid twill cloth conforming to Milliken style ResQ II 6.7 oz/sq yd or equal”. Does the term “equal” refer to a fabric having “equal performance characteristics”, or, does the requirement mean that the material must be made up from the same fiber content (i. e. cotton/nylon/meta-aramid) as the Milliken material?

Answer #1: The term “equal” refers to the material in question having equal performance characteristics. Please refer to paragraphs L.3.2.3 and M.2.1.3 as well as the Purchase Description (Attachment 01) in the Request for Proposal for further details (e.g. data submission requirements for “equal” material to include but not limited to Antimicrobial Properties, Instrumented Manikin Test, Thermal Protective Performance, Thermal Shrinkage, etcetera).

Question #2: Do we need 6 PDMS per place of performance or 6 PDMS per submission?

Answer #2: In terms of Product Demonstration Model (PDM) submissions in support of an offered proposal, paragraph L.3.2.1 of the RFP states that: “Each Offeror may submit only one (1) full and complete proposal for the EFRCE.” As such, a single offeror, if intending to submit a proposal for the EFRCE, shall only submit one complete and full EFRCE proposal to include all content (Technical, Past Performance, and Business) as well as 6 PDMs. In terms of PDM submissions, how an offeror chooses to manufacture these items is at the offeror’s discretion.

However, in theory, these PDMs should be representative of the production line that the offeror intends to use to support subsequent EFRCE production quantities and corresponding delivery requirements. The Government intends on evaluating these PDM submissions based on the criteria outlined in Section M of the Request for Proposal.

In terms of post contract award First Article Testing (FAT) articles, the to-be-determined contractor shall provide 100 EFRCE end items produced via the holistic planned, primary production process to support all subsequent EFRCE production quantity orders (refer to Statement of Work, paragraph 5 on page 19 of the EFRCE RFP and FAR clause 52.209-4 Alt I on pages 39-40 of the EFRCE RFP).

Note, per the EFRCE RFP, page 19, Statement of Work, paragraph 6.1: “All production quantities submitted after approval of the First Article Test shall be produced using the same raw material suppliers, materials, processes, procedures, equipment and facilities that resulted in the manufacture of the acceptable First Article Test items. This includes all raw materials and/or sub-components. Contractors desiring to make changes to approved First Article Test items, to include raw material supplier and production processes, must request in writing and receive written approval from the Contracting Officer PRIOR to use. The Contracting Officer, along with the Government Project Officer, will determine if the request is approved or disapproved and if a new First Article Test is required.”

If, during post award, the to-be-determined contractor wishes to approve secondary and / or tertiary production processes (etc), above and beyond the holistic planned, primary production process as validated by the Government during FAT to support subsequent production articles, the to-be-determined contractor will have to comply with the Statement of Work language in paragraph 6, EFRCE RFP pages 19 through 20 referencing such topics as Deviations and Engineering Change Proposals in order to seek the required Government approval.

Question #3: Page 16 of the Purchase Description “3.4.2.1.1 Thread colorfastness and color. All thread shall be non-staining and show good colorfastness to laundering when tested as specified in 4.4.2. The thread color shall be Khaki P-1 (C.A. 66019 or approximating color chip 30277 or FED STD-595) for Cloth Type I and IV and Camouflage Green 483 (approximating color chip 34094 of FED-STD-595) for Cloth Type II and III.”

Please reconfirm if you require Khaki P-1 for Cloth Type I & IV (Woodland) and Camo Green 483 for Cloth II & III (Desert), they seem to be inverted.

Answer #3: Industry is correct in identifying the inversion of thread colors and corresponding Cloth Types in paragraph 3.4.2.1.1 of the Purchase Description. As such, to correct the inversion and provide clarity, the following correction is made to page 16, paragraph 3.4.2.1.1 of the Purchase Description:

FROM: “Thread colorfastness and color.

TO: “Thread colorfastness and color. All thread shall be non-staining and show good colorfastness to laundering when tested as specified in 4.4.2. The thread color shall be Khaki P-1 (C.A. 66019 or approximating color chip 30277 or FED STD-595) for Cloth Type II and III and Camouflage Green 483 (approximating color chip 34094 of FED-STD-595) for Cloth Type I and IV.”

Question #4: Page 17 of the Purchase Description “3.4.2.5 Zippers. The blouse front zipper shall finish 8-1/2 inches long and shall conform to A-A-55634, and shall be Coyote 498 in color.”

Is this zipper Type I Style 4 Size 3?

Answer #4: The following clarification is added to page 17, paragraph 3.4.2.5 of the Purchase Description:

FROM: “Zippers. The blouse front zipper shall finish 8-1/2 inches long and shall conform to A-A-55634, and shall be Coyote 498 in color.”

TO: “Zippers. The blouse front zipper shall finish 8-1/2 inches long and shall conform to A-A-55634, and shall be Coyote 498 in color. Zipper shall be Type I, Style 4, Size 3 Continuous element fastener according to A-A- 55634.”
