AMENDMENT 0004
Amendment 0004 to EFRCE Request for Proposal M67854-14-R-1010
Question #1:
“Request guidance with respect to the handling of printed fabric for the EFRCE.
The Woodland and Desert MARPAT patterns provide spectral limitation guidance. The Navy patterns specify the following (per MIL-PRF-EFRCE dated May 2014);
a. Should we treat these patterns as ITAR controlled in reference to manufacturing protocols of the material or only the nIR specific processes/measurements?”
Answer #1(a): The patterns are not ITAR controlled. For further information, please refer to paragraph 2.2.2 of the Purchase Description and the referenced information contained within “Commercial US Governmentally Controlled Performance Specification Camouflage Print Performance Specification for AOR 1, AOR 2, NWU II, and NWU
III.”
b. “When we create COC's for these materials should we provide detailed nIR readings on the COC or simply document pass/fail to our customers?”
Answer #1(b): For the purpose of Product Demonstration Models submitted during the pre-solicitation phase, the supporting COC data may indicate “pass/fail” for the Spectral Reflectance Purchase Description requirement(s) or contain the detailed nIR information showing compliance with the Spectral Reflectance Purchase Description requirement(s). For purposes of First Article Testing EFRCE articles and EFRCE production lots, COCs will contain the detailed nIR information, showing compliance with the Spectral Reflectance Purchase Description requirement(s).
c. “We assume that para 3.3.7.3 of the Purchase Description only applies to spectral reflectance and not the other performance specifications. Are we missing anything?”
Answer #1(c): Correct, section 3.3.7.3 of the EFRCE Purchase Description only applies to spectral reflectance.
Question #2:
“One of the requirements found in the Purchase Description for the knit material utilizes ASTM D3511 Standard Test Method for Pilling Resistance and other Related Surface Changes of Textile Fabrics: Brush Pilling Tester.
As a knit supplier, we have always tested our fabrics using ASTM D3512 Standard Test Method for Pilling Resistance and other Related Surface Changes of Textile Fabrics: Random Tumble Pilling Tester.
The concern is that our company will not be able to meet the class 3 requirement for ASTM D3511 and, as such, we are proposing a change be made to establish ASTM D3512 as the standard. The standard of ASTM D3512 is what the knit fabric has historically been tested to and, as such, we are requesting that these results be submitted to the government during the evaluation process for this fabric in the EFRCE garment.”
Answer #2:
The requirement is for visual appearance after laundering and uses the standard pilling scale from ASTM D3511. It does not use the brush pilling test in the ASTM test method. Only pilling scales from ASTM D3511 should be used to evaluate visual appearance of pilling after laundering.
Further, to provide additional context to the above answer, Table XII in the Purchase Description (PD) cites the characteristic of "Piling," but corresponding paragraph of 3.3.1 and Table II describes this characteristic in further detail when Table II states "Pilling Appearance after 5 Laundering Cycles (min)."
Question #3:
With regards to packaging we need information on the following:
- Unit Pack – Qty per Carton
- Polybags required yes/no
- Polybag stickers required yes/no
- Shipping Container SW Class Domestic Grade 275 with a double wall liner
- RFIDs yes/no
Answer #3:
Offerors can refer to Amendment 0003 dtd 16 May 2014 (particularly Section D) for previous answers surrounding the questions regarding “quantity per carton” for individual EFRCE articles as well as “individual bags” for EFRCE articles. Further, Section D has been, once again, slightly modified (Section D was first modified on 16 May 2014, Amendment 0003). Please see new changes to Section D, annotated via yellow highlights, resulting from this Amendment 0004.
With regards to using a “shipping container SW Class Domestic Grad 275 with a double wall liner, shipping Container SW Class Domestic Grade 275 complies with Section D and guiding standards therein.
With regards to Radio Frequency Identification Devices (RFID), these are not required for EFRCE shipments.
SECTION D - PACKAGING AND MARKING
The following have been modified:
PACKAGING & MARKING
PACKAGING
Packaging of items procured must be in accordance with the contractor’s best commercial practices in compliance with the current version of MIL-STD-129. Shipments must be packaged, packed, palletized and marked in compliance with ASTM-D3951. Shipments that are not in compliance with MIL-STD-129 will be returned to the contractor. The contractor shall implement an expedited replacement order to fulfill the requirement. Additonal transportation costs will be borne by the contractor. Refer to MIL-PRF-EFRCE Purchase Description (Attachment
01) for additional details (e.g. MIL-PRF-EFRCE paragraphs 5.1 and 5.2).
In addition, EFRCE “end items” (individual articles) will be packed and palletized separately, 25 trousers per box and 30 blouses per box. Further, individual EFRCE articles shall not be individually bagged.
MARKING INSTRUCTIONS
All shipping containers shall be marked with durable, legible print that includes quantities, lot numbers, weight, cube dimensions, the contract number, delivery order number, and the Contractor’s name and address and stamped,”Permethrin Treated”. All marking and packaging will be in accordance with current versions of MIL STD 129 and MIL STD 130. In addition, every box containing permethrin treated uniforms must be labeled according to EPA requirements as stated in Federal Insecticide, Fungicide and Rodentcide Act (FIFRA). Refer to MIL-PRF- EFRCE Purchase Description (Attachment 01) for additional details (e.g. MIL-PRF-EFRCE paragraphs 5.1 and 5.2).
