About this opportunity
The Department of the Army Corps of Engineers Engineering District Wilmington seeks complete warehouse roof replacement at the Engineer Repair Yard in Leland, North Carolina, with quotes due May 15 and questions due May 8. This is a total small business set-aside, foreclosing competition outside that category.
Place of performance is Leland, NC. The work involves removing and replacing 20 translucent roof panels with corrosion-resistant fasteners, replacing a damaged southeastern corner eave strut with a new 10"x4"x4" 12-gauge double-sloped steel member, repairing perforated roof and wall sheathing with metal patches, cleaning and recoating the entire roof with commercial-grade uniflex silicone sealant, and removing and replacing water-damaged framing, sheathing, insulation, and ceiling in a timber-framed storage loft and office area with mold testing and remediation as necessary. The contractor must dispose of all removed materials off-site and accomplish work in phases to minimize warehouse contents exposure. All additional repairs discovered during removal shall be documented on a Condition Found Report submitted within 15 days of the performance period end.
Construction value falls between $25,000 and $100,000. Performance period is 90 calendar days from award date, with mandatory commencement within 10 calendar days. This is a firm fixed-price contract under FAR Part 13 Simplified Acquisition Procedures. Award goes to the lowest-priced, technically acceptable quote. Technical acceptability requires valid North Carolina general contractor's license, SAM registration with no exclusions, minimum two prior similar contracts or projects, a 10-year or longer workmanship warranty, and a technical proposal demonstrating ability to meet all Statement of Work requirements. Prevailing wage rates apply under Department of Labor Wage Determination NC20260009 effective January 2, 2026. All contractor personnel must complete Antiterrorism Level 1 training within 30 days of award and comply with EM 385-1-1 Safety and Occupational Health Requirements. Comprehensive general liability insurance of $500,000 per occurrence minimum is required. NAICS 238160, Roofing Contractors; PSC Z1EB.
