About this opportunity
The Department of Veterans Affairs' Eastern Oklahoma VA Health Care System is procuring endoscope surgical towers for five procedure rooms at the new Tulsa VA Medical Center, which is being renovated from a non-medical facility. The solicitation requires comprehensive medical equipment including 4K camera systems, light sources, insufflators, and integrated video systems capable of supporting laparoscopic, cystoscopic, ENT, and arthroscopic surgical procedures. The towers must be compatible with surgical integration systems and booms being installed by the facility's builder, and contractors must provide complete installation, training, and a minimum one-year product warranty. The contract will be awarded using Lowest Price Technically Acceptable (LPTA) evaluation criteria with a preference for small business concerns. The original solicitation deadline was July 23, 2025 at 12:00 PM CST, but Amendment 0003 extended the quote submission deadline to 3:00 PM CST on the same date.
This procurement is set aside specifically for Service-Disabled Veteran-Owned Small Businesses, though the solicitation also notes eligibility for women-owned and HUBZone small business concerns. The contract encompasses 77 line items of medical and surgical equipment with quantities ranging from 2 to 125 units per item, all classified under NAICS Code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing. Equipment delivery must occur within 60 days after receipt of order, with the delivery and installation window scheduled between September 4, 2025 and January 1, 2026. Initial training for the equipment is anticipated between April and June 2026, and all services will be performed at the Eastern Oklahoma VA Healthcare System facility located in Tulsa, Oklahoma. The amendments addressed various vendor questions regarding equipment specifications, recording requirements, and integration with existing Stryker systems.
