About this file
This is a Questions and Answers document from the Endless Forge solicitation addressing vendor inquiries about submission requirements and program objectives. The document clarifies that submissions may be based on either Area of Interest 1 (AOI1) or AOI2 individually, or both combined, with multiple rolling awards anticipated in parallel. Regarding end deliverables, specific requirements cannot be disclosed in the public domain. For AOI2, the Manufacturing as Service (MaaS) approach must be tested with prime contractors rather than directly with the Department of War. The expectation is to demonstrate MaaS approaches for fully integrated weapon systems, not individual components. Partnerships with primes are acceptable as proposal forms, whereby different entities can contribute specialized components (such as airframes, avionics, and engines) to deliver a complete integrated system. For AOI2 programs, proposals must include a Department of War sponsor (such as the relevant program office) and demonstrate joint willingness to incorporate Endless Forge manufacturing technology into the overall program.
The Endless Forge initiative aims to provide the Department of the Air Force with the capability to scale any weapon system at speed through a platform-agnostic approach responsive to battlefield performance requirements. Schedule optimization is a component of the solicitation. Vendors seeking additional information about Endless Forge's goals and objectives are directed to attend Industry Day 1.0, with further details to be released at a future date.

Question: Is a submission based on both AOI1 & AOI2 mandatory or is it possible to submit only based on 1 AOI?
Answer: It is possible to submit based on only one area of interest.
Question: Do projects on both AOI’s start in parallel or there is a sequence?
Answer: Multiple rolling awards in parallel are anticipated.
Question: Aside from reports and KPP’s deriving from the actual development work, what exactly are the end deliverables expected here? Meaning, are there certain HW, SW or production of physical components at a certain quantity (e.g end parts) or dedicated capacity as service for X period that are supposed to be part of the scope or is the procurement out of scope?
Answer: Requirements to address this question cannot be shared in the public domain.
Question: Is the goal of AOI2 for vendors to provide Manufacturing as Service to the DoW or to Primes that support DoW?
Answer: The MaaS approach should be tested with Primes.
Question: In the same sense, is the expectation here to provide solutions for MAAS of the fully vertically integrated product (e.g fully functional UAS) or components (e.g Airframes for UAS)?
Answer: The goal is to demonstrate the use of MaaS approaches for a fully integrated weapon system.
Question: If a fully vertical integrated product is expected as the end deliverable, are partnerships with Primes acceptable as form of proposal (for example, company A does the Airframes and Prime A handles the avionics, engine, etc)?
Answer: Yes
Question: For AOI2 and the 4 sample programs listed, is the expectation to onboard a DoW sponsor (e.g the program office of the end application/weapon program) to support this effort (e.g “Note that even with a partnership with an active program, there needs to be a joint willingness between proposer team to incorporate EF manufacturing technology into overall program”)?
Answer: Yes
Question: Do you have any more information / articles about the goals of Endless Forge and what it is working to achieve?
Answer: Attend Industry Day 1.0 for more information. More details to come.
Question: Is schedule optimization being considered as a component in the Endless Forge Solicitation?
Answer: EF will offer the DAF the ability to scale any weapon system at speed through a platform-agnostic approach that can respond to battlefield performance.
