About this opportunity

The Department of the Air Force Air Combat Command is soliciting quotations for emergency power and switchgear upgrades at Offutt Air Force Base, Nebraska, with proposals due September 25, 2026. This is an RFQ (FA4600-26-Q-0119) issued under simplified commercial procedures, not set aside for small business.

Place of performance is Offutt Air Force Base, Nebraska, at the B1000 facility supporting USSTRATCOM. Services include reprogramming the Human Machine Interface (HMI) to enable manual Island Mode operation (removing B1000 from commercial power), upgrading Master Programmable Logic Controllers (PLCs) to latest hardware and software, performing field testing and commissioning, correcting local/remote indicator lights, and developing system restoration software, hardware, licenses, and recovery implementation methods. A mandatory site visit is scheduled for September 9, 2026 at 9:00 AM; no electronic devices (cameras, phones, smart watches, Bluetooth devices, or WiFi-connectable devices) are permitted on the restricted servicing location. Questions are due September 14, 2026 at 11:00 AM CDT. The performance period runs 213 business days from award date (approximately September 28, 2026 through mid-2027).

The contract structure includes three firm fixed-price line items: Labor for Upgrades and Repairs, Materials and Other Direct Costs, and Mobilization. Offerors must be registered in SAM.gov and comply with Service Contract Labor Standards under wage determination WD #2015-5005, Revision 29. All assigned personnel must hold CMMC Level 2 self-assessment certification and sign Non-Disclosure Agreements to handle Controlled Unclassified Information. Evaluation prioritizes technical acceptability—including OEM coordination for proprietary software access, PLC/HMI upgrade capabilities, system testing and commissioning experience, hardware repair expertise, key personnel qualifications, relevant past performance within five years, and outage coordination methodology—followed by price reasonableness. Award will be made to the responsible offeror whose offer is most advantageous to the government based on lowest total evaluated price among technically acceptable proposals. Four generators and one generator bus must remain operational throughout performance.
