About this file

This file contains a Questions and Answers (Q&A) document for federal contract solicitation FA460026Q0119 related to Emergency Power and Switchgear repair services. The Q&A document addresses 79 submitted questions from prospective contractors, providing clarifications on technical requirements, system specifications, data ownership, security protocols, and project execution parameters. Key clarifications include: the Period of Performance will be updated in an amendment and is approximately 200 business days (with government willingness to review extension requests); the technical proposal page limit is 30 pages (excluding cover pages, pricing, representations and certifications); prospective contractors must provide OEM-proprietary source files, passwords, service tools, and licenses to perform the work; all software and intellectual property developed under the contract becomes government property with unlimited rights; and the contractor must possess CMMC Level 2 self-assessment certification to handle Controlled Unclassified Information. The government clarified it will provide available documentation (network equipment, management-port IP addresses, connection information) but the OEM must furnish administrative credentials, PLC passwords, and HMI passwords. Operational availability requirements mandate that four generators and one generator bus remain available throughout project execution. The Q&A confirms that existing non-functional metering devices and obsolete equipment (EPM9900 meters, VersaMax PLCs, remote I/O racks) are outside the project scope, though contractors must identify any impacts on execution and testing. Additional critical clarifications address cybersecurity requirements (no Division 25 SSP/ATO changes required), site access procedures through STRAT Security, temporary power staging area approval requirements, cutover and rollback plan development, and the need for comprehensive Factory Witness Testing prior to on-site deployment.

Final Solicitation - FA460026Q0119 - 08.28.2026PWS p.4 / Sol. p.14PWS 1.6: “The period of performance shall be for 213 business days after the date of award.” Solicitation p.14 CLIN schedule: “Delivery Period From 28 Sep 2026 to 30 Apr 2027.”The Period of Performance being ~200 days may not be long enough considering the existing site conditions, survey requirements, development, testing, and implementation especially taking into account mission scheduling. Please advise if this is a hard deadline or if the government would be amenable to a time that that leads to zero unplanned outages.Confirmed - the Government will review time extension requests as required and in consideration of exisiting site conditions.
4514-SepFinal Solicitation - FA460026Q0119 - 08.28.20263(7) The offeror is required to submit one electronic copy of the completed pricing in accordance with the CLIN structure on page 11 of this solicitation. The offeror must fill out the solicitation completely. The phasing, execution of this project is critical to successful implementation and acceptable mission resiliency that we suspect the government would desire significant review of to identify technical competency. We would suggest including onelines graphically communicating hazcon and asi assumptions for adequate review by the customer. Please confirm if phased execution onelines could be excluded form the defined page count or the page count could increase to accommodate, suggesting a page count of 5 pages at 11x17 for this communication. All information to be evaluated by the technical team must be included in the 30-page technical volumn. This information may be submitted as part of that 30-page limit but must be included in the same document.
4614-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4The system is built for 2N distribution from the emergency power plant. Are all loads off NB0A and NB0B double ended? i.e. NB0A can come down as a HAZCON and not an ASI.Because some downstream loads are single-fed or lack independent NB0A/SB0B support, removing either main switchgear from service will result in an ASI.
4714-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4During the site walk it was observed that SU1/2C load feeders proceed through multiple seriesed breakers that could potentially create a paralleling path to the utility. Please confirm if this is currently interlocked to keep from paralleling the 15MB1 and 15MA1 Switchgears or is this loop ever completed either during normal operation, or maintenance operation (we are trying to identify if this is a utility paralleling path). The Government will provide all available documentation to the succesful offeror.
4814-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4There are two load feeders, 9B Gear, and MTS off BGD-GS-15MA/B1. Please confirm these are not paralleling paths for the utilities and that the loads would be open transition. The Government will provide all available documentation to the succesful offeror.
4914-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4We understand that NB0A and SB0B have a switchgear tie; however it was stated as a manual operation only by watch personnel who would close if needed. Please confirm the closure of this tie is NOT currently automated.NB0A/SB0B tie closure is automated.
5014-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4We understand that NB0A and SB0B have a switchgear tie. Please confirm closure of this is currently predicated on other actions such as locking out utility breakers, or parallel tie paths from other sources via SOP when doing so.Tie operation includes an automated response. The Government makes no representation regarding detailed permissives, interlocks, or operating sequences beyond available documentation.
5114-SepAttachment 1 - PWS - 08.07.202711.4.2 Program capability to manually and simultaneously separate Global Operations Center (GOC) from commercial power sources at breakers SU1C & SU2C via HMI.Please advise if the intent of this separation is via open or closed transition. If closed transition we would recommend this be on a separate CLIN due to significant cost delta.open transition is acceptable.
5214-SepAttachment 1 - PWS - 08.07.202711.4.3 The Contractor shall program the ability to use the emergency generator test automation in situations when Mission Support bus ties are closed and only one commercial source is in use. Please clarify if this is an Engine Test Function or a Storm Anticipation Function to move a single ended 2 switchgear lineup to generators.PWS para. 1.4.3 requires an operator-commanded generator start and closed-transition transfer capability while the buses are tied and operating on a single commercial source. The contractor shall account for the existing generator topology, interlocks, protection, and required sequence of operations.
5314-SepAttachment 1 - PWS - 08.07.202711.4.3 The Contractor shall program the ability to use the emergency generator test automation in situations when Mission Support bus ties are closed and only one commercial source is in use. Please confirm this is only related to NB0A and NB0B switchgear and not associated with SU1C and SU2C.Confirmed
5414-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please provide the coordination study inclusive of NB0A/B, SU1/2C, BDG-GS-15MA/B1. If not currently available, please confirm this will be provided to the contractor during the implementation of the project. No current MV coordination study is available. The Government will provide the available legacy electrical documentation for contractor evaluation and avoiding any representation that a current study will be furnished during execution.
5514-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please provide the building's existing power system distribution basis of design. If not currently available, please confirm this will be provided to the contractor during the implementation of the project. The Government will provide all available documentation to the succesful offeror.
5614-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please identify any current Hazcon or CASREPs currently documented as outstanding within the power distribution system that are pending resolution planning. Please confirm If awards are pending / awarded to resolve these matters, that they are expected to be completed before the awarded contractor of this scope is to begin execution.Generators 1/3 have pending PLC replacements. Likely not complete before beginning of execution on the project.
5714-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please confirm whether via Automation or Human interaction, the power distribution system completes a parallel path distribution that would require NODAL Power Flow considerations. (i.e. Engines running on 15MA1 with the feeder out of 15MA1 closed, and the two inputs to NB0A and NB0B closed while the NB0A and NB0B Tie Breaker is closed as well). Additionally confirm this condition is not the intent of this project if the function is not already present / expected. In order to provide a complete and usable system, the contractor shall verify that proposed controls modifications do not create unintended or unauthorized parallel power paths. Require any intended parallel operation to be explicitly identified and evaluated during design development.
5814-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please confirm whether via Automation or Human interaction, the power distribution system completes a parallel path distribution that would require NODAL Power Flow considerations. Please confirm if this functionality is not already present/expected, that programming of its functionality is not part of this RFP.In order to provide a complete and usable system, the contractor shall verify that proposed controls modifications do not create unintended or unauthorized parallel power paths. Require any intended parallel operation to be explicitly identified and evaluated during design development.
5914-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please confirm there is a nodal power flow study on the building. Please provide a copy. The Government will provide all available documentation to the succesful offeror.
6014-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please confirm if currently, via Automation or Human interaction, if generators are ever tied to both 15MA1 and 15MB1 switchgears simultaneously. I.e. one generator having two breakers being closed at a time. Additionally confirm this condition is not the intent of this project if the function is not already present / expected.Assuming 15MA1 and 15MB1 refer to the Generator A and B buses, simultaneous connection of one generator to both buses is not an intended operating condition under this requirement unless expressly identified in the approved design and Sequence of Operations.
6114-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Currently, if there is an outage of both utilities, are quantities of engines assigned to the A Path, and a quantity assigned to the B Path, or are all engines assigned to 15MA1 or 15MB1 and the feeder breakers distribute to either NB0A and NB0B respectively (we noted 15MA1 feeds NBOA as NC while 15MB1 feeds NBOB as NO)?Assuming 15MA1 and 15MB1 refer to the Generator A and B buses, the generator output is routed through either bus as selected in the PDC and is not intended to be simultaneously assigned to both buses.
6214-SepAttachment 1 - PWS - 08.07.202711.4.5 Program capability to use load banks in conjunction with live load generator testing.Running a load bank, with live loads is not typical, especially with distribution systems that have the load bank at a point in the oneline that would safely isolate the emergency plant from live loads. Please clarify why this is being requested, include a use case and clarify why the engine wouldn't simply be using the load bank. (as we understand it, the load bank is larger than any one engine, are you load banking a combination of engines exceeding the load banks size?)Load banking may be required to be used ICW actual facility load for maintenance or testing purposes
6314-SepAttachment 1 - PWS - 08.07.202711.4.5Program capability to use load banks in conjunction with live load generator testing. Please confirm that if an outage happens, the system should automatically drop the load bankConfirmed
6414-SepAttachment 1 - PWS - 08.07.202711.4.5Program capability to use load banks in conjunction with live load generator testing. Please confirm that in this scenario that load dependent Start & Stop should be enabled or disabledExisting user-selectable load-optimization functionality shall be retained. The enabled or disabled state during load-bank/live-load testing shall be selected by the operator in accordance with the approved test procedure.
6514-SepAttachment 1 - PWS - 08.07.202711.4.5Program capability to use load banks in conjunction with live load generator testing. Please confirm load shedding is to be disabled in this operational modeAssuming this refers to the general building load-shedding matrix, the load shedding shall remain enabled during the operating mode. If load-bank operation is retained, the load bank should be shed before building loads during an actual capacity shortfall or emergency condition.
6614-SepAttachment 1 - PWS - 08.07.202711.4.6 Install input devices, output devices, and control switches to enable stated logic capabilities, manual modes, and automatic modes. Please confirm that initiation of these modes and functions should only be at the BGD-GS-15MA/B1 Gears and not at all 5 locations (additionally NB0A, NB0B and SU2C, SU1C)All functionality should be available at all sites
6714-SepAttachment 1 - PWS - 08.07.202711.4.7. Establish and limit Electric and Power System controls access to 55 Civil Engineering Squadron (CES) specified personnel via HMI.
1.4.8. Establish and limit Electric and Power System view access to USSTRATCOM specified personnel via HMI.Please confirm a security log needs to be maintained identifying the user that logs in and all their actions.A log is not currently specified in the project scope.
6814-SepN/AN/AN/ADuring the site visit, the customer stated they only have an active alarm page, and not an event history. Please confirm the new system is required to have a FIFO (First in first out) event history. Not confirmed.
6914-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4It was noted during the site survey that the ECS Front end HMI does not historize alarms. Please clarify if the final solution should have a historian and if so, identify the length of time for recorded data as well as data volume and sample time. This is not currently in scope and would recommend separate CLIN for pricing flexibility. Not part of this requirement
7014-SepAttachment 1 - PWS - 08.07.202771.7.11 Data Rights: The Government has unlimited rights to all documents/material produced under this PWS. All documents and materials, to include the source codes of any software, produced under this PWS shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. 7114-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please identify the approved temporary-power equipment staging areas, generator locations, cable routes, penetrations, and access restrictions. No temporary-power configuration is pre-approved. The contractor shall identify any temporary-power requirements and propose associated staging, generator locations, cable routes, penetrations, and access needs for Government review and approval.
7214-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please confirm the required quantity and disposition of complete replacement PLC assemblies, including whether five assemblies are required, with two installed and three delivered as operational spares.Per PWS para. 1.4.9 - the contractor shall provide replacements for two Master PLCs
7314-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please confirm that the fault coordination study supports the ability for the equipment to parallel in support of the requested PLC modificationsNot confirmed.
7414-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please confirm the required pre-cutover recovery baseline, maximum restoration time, rollback criteria, required spares and backups, and the Government authority empowered to order rollback.Due to changing mission and operational conditions, the Government cannot establish a single universal maximum restoration time or rollback threshold in advance. The contractor shall develop a detailed cutover and rollback plan for each planned execution event, including the pre-cutover recovery baseline, restoration objective, rollback criteria, required backups and spares, communications procedures, and proposed execution window, for Government approval before work begins. The Government will identify the designated approval and rollback authority as part of each approved cutover plan. The contractor shall not proceed with a cutover without an approved plan and verified rollback readiness.
7514-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Please confirm the required Government witnesses and final acceptance authorities for PITCO, Factory Witness Testing, baseline testing, field testing, integrated systems testing, commissioning, training, and return to service.CO, J4, CE, and PowerPro Ops will be the final determinants of successful testing, commissioning and functionality
7614-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4Generator VersaMax PLCs are obsolete. It is recommended that these are replaced at the same time as the other equipment in this RFP. Please confirm that replacing these VersaMax are not part of this RFP.Confirmed
7714-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4With the requested features/sequences and functions along with the current operating sequence, Please confirm an engineer has reviewed the coordinated fault ratings to ensure the requested system changes are able to be implemented in a safe mannerThe system changes require engineering review from both the contractor and government in order to ensure changes comply with applicable codes and standards.
7814-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4From the functional operation descriptions onsite it would appear there is no segmentation definition within the existing code that would enable a paralleled path of distribution such that more than one path to a power source can be closed simultaneously. Please confirm there are parallel operations that the existing code currently supports. For example, two generator feeds to a distribution gear, or where the gen feeders to NB01A and NB01B and the tie is closed creating a U or Ring bus.Not confirmed.
7914-SepAttachment 1 - PWS - 08.07.20271Sections 1.0 - 1.4From the functional operation descriptions onsite please confirm it is correct that paralleling NB01A and NB01B is not viable with the current system in closed transition (one bus has to be dead with its gen and utility breakers open before the tie can be closed). Please clarify why this protection is in place (it should be narrated in buildings electrical systems basis of design), or if it's an underlying PLC program architecture concern that was not considered at onset of project. Not confirmed.
