About this opportunity
The National Park Service Pacific West Region is seeking Emergency Medical Technician (EMT) services for Alcatraz Island, Golden Gate National Recreation Area in San Francisco, California. The contractor must provide one uniformed Nationally Registered EMT or California state equivalent to deliver prehospital Basic Life Support emergency medical services to the island's over 1.3 million annual visitors. Key requirements include current NREMT Basic certification, valid driver's license, current CPR card, high school diploma or GED, and staffing with no more than four employees (two primary plus one backup preferred). The government will evaluate proposals based on four factors: Technical Capability (relevant EMT experience within the past three years), Past Performance (recency, relevance, and quality), Cost/Price (reasonableness), and Qualification/Certification (relevant certifications receive higher ratings). Critical deadlines include March 3, 2026, at 3:00 PM PST for all questions and clarifications, a mandatory site visit on March 3, 2026, at 8:00 AM at Pier 33 in San Francisco, and March 6, 2026, at 12:00 PM PST for electronic submission of quotations to Contract Specialist Michael Gabriel at michael_gabriel@nps.gov.
This is a 100% Total Small Business Set-Aside, meaning only small business concerns meeting the NAICS 624230 size standard of $41.5 million in annual gross receipts may submit offers. There is no current incumbent contractor providing these services. The contract is firm-fixed-price with a base period running from March 15, 2026, through March 14, 2027, and an optional period extending from March 15, 2027, through August 31, 2027. The base year includes 4,045 regular hours plus 94 holiday hours, while the option period comprises 2,030 hours plus 46 holiday hours. The contract requires EMT availability on all days except Thanksgiving and Christmas when the island closes, with liquidated damages of $600.00 per day for unavailable EMTs. Specific requirements include providing all labor, IT equipment for electronic patient care reports in the EMS Charts system, uniforms with badges, and supervision, while the National Park Service provides medical equipment, two-way radios, and facilities on Alcatraz Island, with a helipad available for medical emergencies supported by the San Francisco Fire Department and United States Coast Guard.
