About this opportunity
The Department of the Army Medical Command seeks Basic Life Support and Advanced Life Support ambulance services in Panama, with proposals due June 17 and questions due June 8. The procurement is a Women-Owned Small Business set-aside, foreclosing competition outside that pool.
Place of performance encompasses the Panama Canal Zone, Cristobal Colon Aeronaval Base, Panama City, Colon, and connecting highways to Tocumen International Airport. The contract requires two service lines: dedicated on-site ambulance coverage at Cristobal Colon supporting the Jungle Operations Training Course for ten 21-day rotations annually, and 24/7/365 on-call area coverage throughout Panama supporting the Joint Security Cooperation Group to serve up to 200 personnel with a 15-minute response time from dispatch confirmation to on-scene arrival. The contractor must furnish all ambulances, medical supplies, medications, equipment, IT systems, communications capabilities, and patient tracking systems. Personnel must be properly licensed and credentialed by the Panamanian Ministry of Health, bilingual (English/Spanish), and meet security, health, and immunization requirements. The contract manager must be physically on-site in Panama. Contractor-initiated MINSA background checks on a rolling 12-month basis and professional medical liability insurance from Panamanian insurers (with full indemnification to the U.S. prime contractor) are required. The Government will not provide facility support beyond uncovered staging area and portable toilets; no crew quarters, potable water, WiFi, or cellular devices will be supplied.
The base period runs from award through June 7, 2027, with one 12-month option exercisable with 60 days preliminary notice and 30 days final notice. Award will be made on a Lowest Price Technically Acceptable basis. NAICS code 621910, Ambulance Services; PSC Q529, Emergency Medicine Services.
