About this opportunity
The Department of the Interior Bureau of Land Management Nevada Region seeks repair and upgrade of the Cody Field Office access control system, including replacement of SNIB3 and RREB controller boards, installation of five FICAM-compliant keypad/contact card readers, wiring verification, programming, testing, and full integration with the existing Identiv Velocity platform, with quotes due August 18, 2026, at 5:00 p.m. MDT. The procurement is a total small business set-aside under NAICS 561621 and PSC J063, foreclosing competition outside the small business pool.
Place of performance is Cody, Wyoming (1002 Blackburn Street, Cody Field Office). The Contractor must complete all work within 90 days of contract award, with delivery required by October 27, 2026. Period of performance runs August 27, 2026, through August 26, 2027. The firm fixed-price contract incorporates Service Contract Act prevailing wage requirements (wage determination No. 2015-5407 applies to Park County, Wyoming) and FAR security clauses including 52.240-91 and 52.240-93.
Technical acceptability requires demonstrated Identiv Velocity platform experience including installation, programming, and integration; hands-on experience with SNIB, SNIB3, RREB, or similar Identiv controller replacements; FICAM-compliant card reader integration and testing; and RS-485 communication verification. Award is made on a Lowest Price Technically Acceptable basis to the responsible Offeror with the lowest total evaluated price among those rated Acceptable on all three non-price factors: relevant technical experience, past performance (requiring at least three recent references within five years), and ability to complete work within the required timeframe. Technical capability and past performance are weighted significantly more important than price. An organized site visit is scheduled August 11, 2026, at 10:00 a.m. MDT; RSVP required by August 10. Amendment 0001 issued August 17 addressed prior questions. If subcontractors perform work, the prime must provide subcontractor names, supervisor information, email addresses, and telephone numbers, or the quote will be deemed non-responsive.
