About this opportunity

The Mission and Installation Contracting Command (MICC) at Yuma Proving Ground is conducting market research through a Request for Information (RFI) for elevator maintenance services at the United States Army Yuma Proving Ground in Arizona. The procurement covers comprehensive maintenance, repair, and certification services for three passenger elevators located in buildings 2105, 308, and 3504, including monthly preventative maintenance, annual state certification by certified technicians, and emergency call-out services. Contractors must demonstrate appropriate knowledge of elevator maintenance, inspection, and certification procedures, with compliance to ASME A17.1, A17.2, and A17.3 standards required. The government is seeking responses to specific industry questions regarding NAICS code classification (choosing between 561210 - Facilities Support Services or 811310 - Commercial and Industrial Machinery Repair) and whether companies have Arizona-based operations. The RFI response deadline has been extended twice, with the current due date of October 2, 2025 at 5:00 PM MST, and companies must submit capability statements along with their responses.

This opportunity does not utilize any set-aside designations and no incumbent contractors are identified in the documentation. The contract structure includes a base year from December 1, 2025 through November 30, 2026, followed by four 12-month option years extending through November 30, 2030, representing a potential five-year total performance period. The three elevators requiring service are manufactured by Montgomery and Otis, with capacities ranging from 2,000 to 4,000 pounds, all hydro-electric passenger elevators located across different cantonment areas. Service requirements include a certified technician providing 4 hours of monthly maintenance (48 hours annually) and emergency call-out availability with response times ranging from 1 to 2 hours depending on the situation. While no specific contract values are disclosed, the estimated workload data indicates relatively modest technical requirements with approximately one emergency occurrence anticipated per contract period.
