About this opportunity
The Department of Transportation's Saint Lawrence Seaway Development Corporation is soliciting comprehensive elevator maintenance, repair, and inspection services for two elevators located at facilities in Massena, New York. The contract requires monthly preventive maintenance, semi-annual New York State Qualified Elevator Inspector inspections, and 24/7/365 callback service with stringent response times of two hours during primary hours and four hours outside primary hours. Contractors must provide all labor, materials, tools, and equipment while maintaining electronic reporting of services within one week of completion. The procurement follows FAR Part 12 Commercial Items acquisition procedures and will result in a firm fixed-price contract. Critical dates include a questions deadline of June 25, 2025 at 2:00 PM EST, quote submissions due July 2, 2025 at 2:00 PM EST, and a mandatory site visit scheduled for June 26, 2025 at 11:00 AM EST requiring advance confirmation by June 25, 2025 at 3:00 PM EST.
This opportunity is designated as a Total Small Business Set-Aside under NAICS Code 238290 with a small business size standard of $22.0 million, and offerors must maintain active SAM.gov registration throughout the solicitation period. The current incumbent contractor is Thyssenkrupp Elevator Corporation, which holds an existing contract valued at $18,723.90 for the GLS Administration Building elevator. The contract structure includes a 12-month base year followed by four 12-month option years, creating a potential five-year total performance period. Services will be performed at two locations: the Seaway Visitor Center housing a new 2024 Kone Mono 300 Traction elevator, and the GLS Administration Building containing an Otis electro-mechanical traction elevator originally from the 1950s that was modernized in 2010. The contract covers maintenance of both a 2,500-pound capacity passenger elevator and the older modernized system, with all work performed in Massena, New York under applicable Service Contract Act wage determinations.
