About this opportunity
The Department of Veterans Affairs seeks a contractor to provide preventive maintenance, inspection, testing, and repair services for six elevators at the Spokane VA Medical Center, with proposals due July 7, 2026 (extended from the original June 18 date per amendments issued June 17 and June 24).
Place of performance is Spokane, Washington (4815 N Assembly Street, 99205). The contract covers six elevators across multiple buildings: Elevators P1, P2, and S3 in Building 1; Elevator 1 in Building 27; Elevator 1 in Building 40; and Elevator Pharmacy in Building 1. The elevators are manufactured by ThyssenKrupp, Otis, and Montgomery.
The contractor must be a certified elevator maintenance company with at least five years of post-apprenticeship experience, Washington State certification for all mechanics, completion of a nationally recognized VTE training program (NEIEP or equivalent), and three points of contact available 24/7 for service calls. Services include weekly preventive maintenance, semi-annual and annual inspections per ASME standards, monthly fireman recall tests, and 24/7 emergency callback services (one-hour response for passenger entrapment, two-hour for other calls during business hours; four-hour response outside business hours). The contractor furnishes all supervision, labor, tools, materials, travel, parts, and equipment necessary to maintain the elevators in safe and reliable operating condition.
The base period is 12 months with four one-year option periods, for a total potential contract value of $47 million. Repair parts are capped at $25,000 per period. Three elevators (P1, P2, and S3) will undergo remodeling during contract performance; maintenance and billing are suspended during construction. Performance standards require 90% elevator operational availability with 10% monthly invoice deductions for non-compliance, 95% timely reporting accuracy, and 95% timely repair completion. Supplemental insurance requirements include $100,000 employer's liability, $500,000 general liability, and $200,000–$500,000 automobile liability coverage. Payment terms are Net 30, invoiced monthly.
