About this file
This is an Amendment to a federal solicitation for elevator maintenance and inspection services. The solicitation number is 36C26026Q0643, issued by Network Contracting Office 20 at Vancouver, Washington, with an effective date of June 4, 2026. The amendment extends the solicitation closing date to July 7, 2026 at 10:00 AM Pacific Time and provides answers to vendor questions and an updated price/cost schedule for bidder use.
The contract requires full-service elevator maintenance and inspection for six elevators across multiple buildings: Elevator P1 (Building 1), Elevator P2 (Building 1), Elevator S3 (Building 1), Elevator 1 (Building 27), Elevator 1 (Building 40), and Elevator Pharmacy (Building 1 Pharmacy). The base period covers 12 months with four one-year option periods. The pricing structure includes monthly maintenance and inspection services (CLINs 0001–0006, 1001–1006, 2001–2006, 3001–3006, 4001–4006), hourly labor rates for non-routine work (CLINs 0007–0008, 1007–1008, 2007–2008, 3007–3008, 4007–4008), and a separate repair parts CLIN capped at $25,000 per period (CLINs 0009, 1009, 2009, 3009, 4009). Key clarifications address elevator modernization schedules, with elevators P4, P1, P2, and S3 undergoing construction at various dates during the performance period; maintenance and billing are suspended during construction. The contractor is not required to provide a dedicated on-site resident mechanic and is not responsible for providing third-party qualified elevator inspectors. An on-site parts storage locker is available on Building 1's 10th floor. The previous contract number was 36C26021F0239. NAICS code 561210 applies, and the product/service code is J039 for facilities support services.

Q&A
1. Can we conduct a site visit?
a. No site visits will be held for this requirement.
2. The PWS notes that some elevators may be taken out of service due to construction or modernization. Can the Government please advise whether any of the elevators are currently under, or anticipated to be under, separate modernization or construction contracts during the base period of performance? If so:
• Which elevator IDs are affected?
a: Elevator IDs have been provided in the solicitation, on Page 1 Block 20.
• Should maintenance services and billing be suspended for those elevators during the outage periods?
a: Yes, as stated in the solicitation, on Page 1 Block 20.
3. Could you please confirm the anticipated start date for the period of performance?
a. Period of performance start date will start soon after award date.
4. We are performing independent research on the Combined Synopsis/Solicitation
(36C26026Q0271). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
a. The previous contract number was 36C26021F0239.
5. The solicitation states that Elevators P1, P2, and S3 are due to be remodeled during the performance of this contract and that services will not be required during the remodeling period. Can the Government provide the anticipated start date and estimated duration for each remodel so bidders can accurately price the monthly line items and expected service months? Will the modernization company also be providing a warranty maintenance period upon completion of each unit? If so, what is the expected length of the warranty period?
a. Elevator Status:
• P4 10/27/25-construction completed
• P1 3/30/26-construction completed
• P2 08/31/2026-construction in progress estimated completion
• S3 -09/01/2026- 12/31/2026 tentative construction dates
6. For Elevators P1, P2, and S3, once each remodeled unit is returned to service, should bidders assume the unit will be serviced under the same full-service maintenance requirements as the other elevators listed in the PWS?
a. Yes
7. Can the Government provide the most recent inspection reports, open deficiency lists, and current known repair issues for the six elevators listed in Table 1 so bidders can understand the current condition of the equipment prior to contract start?
a. Not available
8. Can the Government confirm the next due dates for Category 5 testing, three-year load testing, and any other periodic testing expected to occur during the base year or option years for each of the six elevators?
9. Can the Government provide service history or callback history for the past 12–24 months, including recurring shutdowns, entrapments, door issues, leveling issues, hydraulic leaks, controller faults, or other repeat problems?
10. The PWS states that elevator inspections/tests will be performed under the direction of an appointed elevator inspector under a separate VA contract, while the maintenance contractor will furnish the necessary labor, materials, weights, and assistance. Can the
Government confirm that the awarded maintenance contractor is not responsible for directly providing the third-party elevator inspector/QEI?
a. Confirmed government is responsible for providing the third party QEI inspector
11. The PWS requires the Contractor to maintain an adequate supply of spare parts on site.
Can the Government clarify whether there is currently an established on-site parts storage area and whether any existing spare parts inventory will be available to the incoming contractor?
a. There is a locker available building 1 10th floor.
12. The PWS references a resident mechanic in multiple sections, but the pricing schedule appears to request monthly maintenance pricing per elevator plus separate labor rates for work outside the weekly and semi-annual contract requirements. Can the Government clarify whether a dedicated resident mechanic is required to be stationed on site, or whether regular scheduled maintenance visits and required response times satisfy this requirement?
a. Resident mechanic is not required to be stationed on-site
13. Due to the number of elevator-specific unknowns, the ongoing modernization work, and the additional documentation needed to provide accurate pricing, would the Government consider extending the RFI deadline and/or bid due date to allow bidders adequate time to review the responses and prepare a complete and accurate proposal?
a. Yes, see amendment page 1 for updated solicitation closing date.
14. Under 6.0.C, the contractor is required to provide all materials and labor to repair equipment. Would these items be covered under the preventative maintenance CLINs, or would these be separately proposed and billed against the T&M CLINs?
a. These repair costs would not fall under the preventative maintenance CLINs. A separate CLIN for parts and material with an amount not to exceed $25K will be added. See amended Price/Cost Schedule below.
