About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking a contractor to provide comprehensive elevator maintenance and repair services at Naval Submarine Base New London in Groton, Connecticut. The services will encompass all labor, supervision, management, tools, materials, equipment, and incidental engineering necessary to maintain and repair elevators at the facility. The Government will evaluate proposals based on three primary criteria: price, corporate experience, and past performance, awarding the contract to the responsible offeror with the lowest price and technically acceptable proposal. The procurement will utilize commercial procedures under FAR Part 12 and will be conducted through negotiation. This pre-solicitation notice does not constitute a request for proposal; a formal RFP is anticipated to follow at a later date.
The contract is unrestricted with no set-aside designations and will be structured as a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The anticipated contract term includes a base period of twelve months plus four twelve-month option periods, with only the base period offering a minimum guarantee to the contractor. The facility inventory includes 56 elevators, 2 dumbwaiters, and 2 handicap chair lifts with installation dates ranging from 1938 to 2010 and manufactured by various companies including Otis, Montgomery, Thyssen-Krupp, and Kone. The NAICS code 811310 applies, with a small business size standard of $12.5 million in annual receipts. All prospective contractors must register in the System for Award Management (SAM) prior to award, with failure to register potentially rendering firms ineligible for contract award.
