About this opportunity
The Department of the Air Force Air Mobility Command seeks provision, delivery, and installation of a complete standalone Common Access Card-enabled electronic lock and access control system for two buildings at MacDill Air Force Base in Tampa, Florida, with proposals due September 17, 2026. This is a 100% small business set-aside.
Place of performance is Tampa, FL 33621. The NAICS code is 561621, Security Systems Services (except Locksmiths); PSC is 6350, Miscellaneous Alarm, Signal, and Security Detection Systems. The procurement requires two separate standalone systems—one for Building 56 (interior front double glass doors) and one for Building 53 (front and side exterior double storefront doors), with no existing network connectivity between them. Both systems must read Department of War Common Access Cards and support third-party proximity cards and keypad PIN entry, extracting only unique identifiers (FASC-N) from CACs while prohibiting use of EDIPI and other personally identifiable information. The system shall include a Windows 11 standalone platform independent of internal or external networks and the internet, management station with monitor, enrollment reader, server, network switch, and a Tripp Lite SMART1500RM2U UPS or equivalent for 10–15 minutes emergency power. The contractor must provide 100 third-party proximity cards, magnetic locking mechanisms with motion-sensitive and push-to-exit release systems integrated with the facility fire alert system, all necessary hardware and cabling, PIT registration and approval, technical support and warranty for 12 months with optional extensions, and comprehensive testing and live demonstrations. The system must support a minimum of 1,000 registered users and function in all weather conditions for Building 53 exterior readers. Building 56 is ready for immediate installation; Building 53 is ready after October 1, 2026. Installation must occur during standard business hours (0800–1700, Monday–Friday) with five business days' advance coordination. Delivery is required within 60 calendar days from award. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology, assessing contractor responsibility through the Supplier Performance Risk System.
