This is a Statement of Work for electronic lock installation at MacDill Air Force Base, dated September 1, 2026.

The contractor must procure, deliver, install, and configure a fully functional standalone electronic door lock system for two buildings (56 and 53) at MacDill AFB. Building 56 requires magnetic locks on interior front double glass doors with the control system and management solution rack-mounted in Storage Room 102A; Building 53 requires magnetic locks on front and side exterior double storefront doors with the control system rack-mounted in Storage Room 135. The system must read Department of War Common Access Cards (CAC) and support third-party proximity cards and keypad PIN entry, extracting only unique identifiers (FASC-N) from CACs while strictly prohibiting use of EDIPI and other personally identifiable information. The system shall consist of a Windows 11 standalone platform independent of internal/external networks or the internet, including a management station with PC, 21-inch or larger monitor, mouse/keyboard, and enrollment reader; wall-mounted enclosure with locking door for Building 53; server and network switch; and a Tripp Lite SMART1500RM2U UPS or equivalent for 10-15 minutes emergency power. The contractor must provide 100 third-party proximity cards with options for additional purchases, magnetic locking mechanisms, motion-sensitive and push-to-exit inside release systems integrated with the facility fire alert system, and all necessary hardware and cabling. The system must support minimum 1000 registered users, function in all weather conditions for Building 53 exterior readers, and be a proven solution with three provided references. The contractor must obtain Platform Information Technology (PIT) registration and approval, provide technical services and support for Windows 11 updates with an initial 12-month warranty and optional extensions, and conduct comprehensive testing and live demonstrations for government acceptance. Building 56 is ready for immediate installation; Building 53 will be ready after October 1, 2026. All installation must occur during standard business hours (0800-1700, Monday-Friday), require five business days' advance coordination with the Contracting Officer Representative, and comply with security vetting, health and safety standards, proper site cleanup and debris removal, and professional installation standards with minimal aesthetic impact.

1.0 Introduction

This Statement of Work (SOW) defines the requirements for the procurement, delivery, installation and configuration of electronic door locks for the Department of War (DoW) operational facilities. The primary objective is to secure the exterior entrances of the facility to preclude direct access to the flightline thereby protecting billions of dollars in DoW assets.

2.0 Scope of Work

The contractor shall provide all necessary hardware, cabling, and technical documentation required to deliver a fully functional standalone (non-DoW networked) electronic lock system with the capability to read/allow entry access to registered DoW Common Access Card (CAC) users, third-party card options, or those with a unique pin (keypad). The system shall be comprised of an entry controller and computer/server for management with battery back-up (per specifications). The system will have both motion and push to exit lock release capabilities. The system will be integrated with the facility fire alert system deactivating electronic locks in the event of fire alarm notification. The installation shall be professional, clean, and integrated within the building's infrastructure. For Building 56, only the interior front double glass doors will have magnetic locks installed. The control system & management solution will be rack mounted and located in Storage Room 102A. For Building 53, the front and side exterior double storefront doors will have magnetic locks installed. The control system & management solution will be rack mounted and located in Storage Room 135. Building 56 is ready for immediate installation.

Building 53 will be ready for installation after 1 Oct.
