About this opportunity

The Defense Commissary Agency (DeCA) is seeking a commercial contractor to provide electronic fingerprint collection and submission services for all DeCA positions across the United States and designated overseas locations. The contractor will establish walk-in service capabilities near all Contiguous United States (CONUS) commissary locations as well as in Alaska, Hawaii, Puerto Rico, Guam, and select OCONUS locations including Europe, Spain, Italy, Japan, and Korea. Key requirements include scheduling fingerprinting appointments, ensuring accurate and complete fingerprint capture, and submitting fingerprints to the Defense Counterintelligence and Security Agency (DCSA) and Office of Personnel Management (OPM) as mandated for employment and Common Access Card (CAC) issuance. While specific evaluation criteria are not detailed in this pre-solicitation notice, the contractor must demonstrate capability to operate a geographically dispersed network of fingerprinting service centers. The pre-solicitation notice was posted on March 31, 2026, with a due date of April 15, 2026, providing potential bidders with approximately two weeks to prepare their submissions.

This procurement is designated as a Total Small Business set-aside, limiting competition to small business entities as defined by the Small Business Administration. The notice does not identify any current incumbent contractors or provide specific award values or budget ranges. However, the contract anticipates processing approximately 3,200 fingerprints per fiscal year, which provides a quantifiable baseline for contract scope and resource planning. The services will be classified under NAICS 561611 (Investigation and Personal Background Check Services) and PSC R430 (Support - Professional: Physical Security and Badging). Interested small businesses should note the April 15, 2026 deadline for responses to this pre-solicitation notice.
