About this opportunity

The Transportation Security Administration announced industry engagement events for the Electronic Baggage Screening Program Recapitalization Explosive Detection System, with vetting submissions due by October 23, 2026 (amended deadline). The events are restricted to currently qualified TSA Checked Baggage EDS manufacturers, other TSA Checked Baggage EDS manufacturers, third-party complementary screening technology manufacturers, and potential explosives detection algorithm developers with analogous experience.

TSA will host a classified Detection Briefing at headquarters to solicit feedback on draft EDS detection requirements, followed by potential one-on-one classified meetings. Attendance is limited to three representatives per company. All attendees must hold a Personnel Clearance and complete security vetting through a Visit Authorization Request submitted to VRsVALs@tsa.dhs.gov. Participants seeking access to Sensitive Security Information for a subsequent Technical Requirements Review RFI must complete additional security vetting, designate a single Corporate Official, pass a Security Threat Assessment, and execute a DHS Non-Disclosure Agreement (Form 11000-6). Companies must submit institution name, type, and a one-page project list identifying their category and relevant EDS experience. TSA will not sponsor clearance attainment for this pre-solicitation engagement. The program aims to enhance detection, cybersecurity, and open architecture capabilities while maintaining 100 percent checked baggage screening at approximately 430 U.S. federalized commercial airports.
