About this file
This is a fixed price labor rate pricing template and evaluation workbook for an Indefinite Delivery Indefinite Quantity (IDIQ) contract in support of electromagnetic spectrum (EMS) services, applied engineering, and electromagnetic environmental effects (E3) engineering analysis for the Defense Information Systems Agency (DISA).
Offerors are required to complete the workbook by providing fully loaded fixed price labor rates for five labor categories: Senior Program Manager, Senior Principle Engineer, Senior Electrical/Electronics Engineer, Mid-Level Electrical/Electronics Engineer, and Entry Electrical/Electronics Engineer. All rates must be built using formulas showing the complete cost build-up including direct labor, indirect cost categories (up to six), burden calculations, profit, and Federal Cost and Pricing Data (FCCM) adjustments, with no hard numbers permitted. Offerors must propose escalation rates for each of five performance periods and complete two evaluation scenarios: Scenario 1 using Base Year 1 rates at government site locations and Scenario 2 using Base Year 3 rates at contractor site locations. The anticipated contract start date is August 3, 2026. The workbook is protected to prevent unauthorized alterations, and offerors must title their submission as "Offeror's Name_EvaluationP2_Attachment 4." Labor category descriptions specify education, experience, and qualification requirements ranging from entry-level engineers with zero to six years of spectrum experience to senior principle engineers with 15+ years of experience in spectrum or E3 engineering.
