About this opportunity
The Department of the Army Medical Command is seeking to procure three portable Electroencephalographic (EEG) Acquisition Systems and one wireless EEG headset for Madigan Army Medical Center in Tacoma, Washington. The equipment must be compatible with the Government's existing Neurofax EEG-1200 equipment manufactured by Nihon Kohden America, LLC and requires state-of-the-art capabilities including real-time wireless accessibility, cortical stimulation hardware, and advanced data management features supporting up to 12 patients per system. Contractors must maintain a current Authority to Operate (ATO) that includes servers within their boundary and provide fully certified technicians for installation, integration, and implementation services. The Government intends to award a Firm-Fixed Price contract using FAR Part 12 commercial items procedures, with vendors required to be registered in SAM under NAICS code 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing). This Sources Sought Notice, posted on April 30, 2025, has a response deadline of August 29, 2025, and is designed to determine market capability and appropriate acquisition methods rather than solicit actual proposals.
This procurement does not utilize any set-aside designations and appears to be trending toward a sole-source award to Nihon Kohden America, LLC based on compatibility requirements with existing equipment. The justification document reveals that three companies responded to the Sources Sought notice - Cadwell Industries, Rhyfel, Inc., and FGI Global Solutions - but none could meet the Government's compatibility requirements with the existing Neurofax EEG-1200A system. Equipment delivery must occur within 120 days after receipt of order, with installation and clinical training completed within five months of delivery. The contract will be funded through Fiscal Year 2025 Defense Health Program funds and includes a comprehensive package of equipment, software, installation, maintenance, training, and 24x7x365 unlimited telephone support. The procurement emphasizes the critical need to maintain access to ten years of historical patient data and ensure continuity of medical records in compliance with HIPAA regulations.
