About this opportunity

The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) in Vicksburg, Mississippi seeks to establish 3–5 Blanket Purchase Agreements for electrical supplies across nine ERDC facilities, with quotes due July 20, 2026 at 12:00 PM. This is a total small business set-aside designated for women-owned small businesses (WOSB), 100% under NAICS 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing), with a small business size standard of 600 employees.

Place of performance spans nine geographically dispersed ERDC locations: Vicksburg, Mississippi; Hanover, New Hampshire; Champaign, Illinois; Alexandria, Virginia; Duck, North Carolina; Lewisville, Texas; Mobile, Alabama; Fox, Alaska; and Fairbanks, Alaska. Contractors must demonstrate logistical capability to support all nine locations, including remote Alaska facilities. A mandatory Geographic Capability Statement addressing all nine locations is a gateway criterion; failure to provide it results in technical unacceptability and evaluation exclusion.

The BPA pool capacity does not exceed $9 million with no minimum guarantee of work. Individual BPA Call orders shall not exceed $250,000 (simplified acquisition threshold). The BPA expires five years from award date or upon reaching the $9 million limit, whichever occurs first. Orders are issued as firm-fixed-price BPA calls.

Electrical supplies include approximately 1,000+ line items: boxes, conduit, connectors, switches, fuses, distribution equipment, controls, signaling, lighting, motors, utility poles, wire and cable, relays, tools, fasteners, transformers, insulators, sensors, and heating/ventilation items. Contractors must price all 28 pages of the pricing schedule; any product substitution requires Government approval both at BPA establishment and call order phases.

Evaluation weighs three equally weighted factors: technical capability (corporate capacity and key personnel), past performance, and price, with technical and past performance combined being significantly more important than price. Payment is made within 30 days via Wide Area Workflow (WAWF) electronic invoicing only; paper, fax, or email invoices are not accepted. Proposals must be submitted in three volumes: Volume I (80 pages maximum), Volume II (20 pages maximum), and Volume III (pricing schedule, no page limit). All prospective contractors must be registered in SAM prior to quote submission.
