About this file

This is a Questions and Answers document for the ERDC Electrical Supplies Blanket Purchase Agreement (BPA).

The document addresses five key inquiries from potential offerors regarding BPA establishment requirements. Regarding the Pricing Schedule (Attachment 01), the Government clarifies that prior BPAs contained no pricing schedule, and offerors must price all 28 pages of electrical components listed in the current attachment rather than a reduced market basket. The Government confirms that offerors should refer to the current Solicitation and amendments for the most up-to-date information concerning the nine ERDC facility locations, which include the Permafrost Tunnel Research Facility in Fox, Alaska and the Permafrost Experiment Station in Fairbanks, Alaska. On product substitution, the Government specifies that any time a contractor proposes a product not exactly as specified, Government approval is required—this requirement applies throughout both the BPA establishment phase and subsequent call orders. Regarding quantity discounts, the Government directs offerors to submit pricing in accordance with the Solicitation without providing specific guidance on whether quantity discount structures are permitted or if fixed pricing is required regardless of order volume.

ERDC ELECTRICAL SUPPLIES BPA

1. Pricing Schedule (Attachment 01). Is the line-item structure of the current Attachment 01 Pricing Schedule the same as the version issued under the prior solicitation, or has the bill of materials been revised? If revised, can the Government characterize the nature of the changes (items added, removed, or requantified)?

In prior BPAs there was no Pricing Schedule.

2. Pricing Schedule (Attachment 01). The Pricing Schedule is 28 pages long. Was it the Government’s intent for contractors to price out 28 pages of electrical components for the BPA or was there a smaller ‘market basket’ that would still make the Government comfortable with the contractor’s pricing schedule?

Yes answer all 28 pages

3. Facility List Confirmation. Can the Government confirm that the nine ERDC facility locations identified in the original solicitation — including the Permafrost Tunnel Research Facility (Fox, AK) and Permafrost Experiment Station (Fairbanks, AK) — remain unchanged for this reissue?

Please see the current Solicitation and amendments for most up to date information.

4. Substitution. The PWS states that if contractor proposes an "equal" product, specifications must be submitted for approval with their RFP. Does this requirement apply to the BPA establishment phase or does it apply only at the BPA Call order when a requirement is issued?

Any time the Contractor proposes a product not exactly as specified the item must be approved by the Government.

5. Discounts. Contractors oftentimes may be able to provide quantity discounts. Does the Government want offerors to propose quantity discounts or should all prices listed in Attachment 01 Pricing Schedule reflect a single fixed price regardless of order quantity?

Submit pricing in accordance with the Solicitation.
