About this opportunity
The Mission & Installation Contracting Command at Fort Hood, on behalf of Dugway Proving Ground, is seeking calibration and repair services for CS110 Electric Field Meters (EFMs) through a sole source procurement. The contract requires the contractor to provide all necessary personnel, equipment, supplies, facilities, transportation, tools, and materials to calibrate and repair eight EFMs owned by the DPG Meteorology Branch. Key contract requirements include calibrating the CR1000 datalogger within each CS110 unit to factory specifications over a temperature range of -25°C to +50°C, replacing gaskets and desiccant, cleaning the stator, and providing detailed calibration reports for each unit. The government will evaluate offers based on price reasonableness and technical acceptability, with an intention to award the contract without discussions, requiring offerors to submit their best terms initially. All proposals must be submitted via email to amy.m.eilerts.civ@army.mil by 4:00 PM MST on January 13, 2026, and offerors must be registered in the System for Award Management (SAM).
This is a sole source procurement with no set-aside designation, though it carries a small business size standard of $34 million. Campbell Scientific, Inc. is the identified incumbent/preferred contractor for this specialized work. The contract utilizes a hybrid CLIN structure consisting of Firm-Fixed-Price (FFP) for calibration services and Time and Materials (T&M) for repair services and associated materials, covering a base year and two option years. Performance is scheduled to begin in the second half of 2025 or early 2026, with work extending through the option periods. The place of performance is Dugway Proving Ground, located in Dugway, Utah 84022, where the EFMs support meteorological operations and safety assessments related to lightning risks and explosive testing activities.
