About this opportunity

Air Mobility Command is procuring architecture and engineering services for two repair projects at Cavalier Space Force Station, North Dakota, under a total small business set-aside, with qualifications due by June 26, 2026. The Government intends to select a single contractor to perform both EGYN211002 (electrical transformer repair, Buildings B820 and B830) and EGYN261004 (wastewater pond liner repair, Facility F760); firms may not submit for only one project. Work is performed at Cavalier Space Force Station, North Dakota.

The electrical transformer project requires TITLE I design services with a 270 calendar day performance period and $3.9 million maximum construction cost limitation, delivering a complete Issued for Construction set covering assessment of eighteen medium-voltage transformers (500kVA to 2.5MVA, secondary voltages 208V to 4.16kV) across four rooms, design submittals at 25%, 65%, 95%, and 100% completion with milestones at NTP+90, NTP+160, NTP+220, and NTP+250 days. The wastewater pond liner project requires 180 calendar days to deliver a Planning Charrette Report, preliminary 15% design, Class IV parametric cost estimate, and draft design task statement for replacing a 40-mil HDPE liner; design submittals due at NTP+30, NTP+70, and NTP+140 days with final corrected submission at NTP+180 days. Geotechnical investigation is included in the wastewater scope.

Qualifications must be submitted on SF 330, Parts I and II, maximum 30 pages inclusive of photos and drawings, to Carly Larson (carly.larson@us.af.mil) and SSgt Dominic Z. Duenow (dominic.duenow@us.af.mil) by June 26, 2026, at 4:30 PM CDT. Questions are due by June 4, 2026, at 4:30 PM CDT. Evaluation prioritizes past performance over five years emphasizing cost control, quality, and schedule adherence; professional qualifications in electrical, mechanical, civil, structural, and environmental engineering; relevant project experience with electrical transformer and wastewater system repairs in remote, mission-critical environments; and geographic proximity to Cavalier SFS. NAICS code 541330 applies with a $25.5 million size standard. Anticipated award is July/August 2026. The evaluation board will conduct discussions with at least three firms. Only the highest-rated firm receives an RFP.
