About this file

This is a Questions and Answers document for two combined federal consulting projects: EGYN211002 Repair Electrical Transformers B820 B830 and EGYN261004 Repair Wastewater Pond Liner F760. The Government intends to select one contractor to perform both projects, and firms are not eligible to submit qualifications for only one project; submissions must comprehensively address the combined scope or will not be considered.

For the wastewater pond liner repair project, geotechnical investigation services must be included as part of the contractor's scope of work, as Cavalier SFS does not have records of prior geotechnical investigations for the area. The scope requires preparation of a Preliminary Concept Report (PCR) only, not full engineering design. The PCR will serve as bridging and scoping documents for an eventual design-build team to complete the full design and construction documents. The Government has issued a request for qualifications (SF330s) and has not yet released a formal Request for Proposals (RFP). Only the most highly rated firm will receive an RFP following SF330 evaluation. The Government requires one combined SF330 submission that addresses both project tasks, and submitting separate SF330s or responses for only one task is not permitted.

EGYN211002 Repair Electrical Transformers B820 B830 (A/E) and (2) EGYN261004 Repair Wastewater Pond Liner F760 (A/E) Questions

1. Will consultants be considered for project EGYN261004 Repair Wastewater Pond Liner F760 and EGYN 21-1002 Repair Electrical Transformers B820, B830 separately? Is the desire to have one consultant project team for both projects or will teams be evaluated separately for each? Will teams be eligible to submit for only one of the projects?

Response: No, consultants will not be considered separately for these projects. The Government intends to select one contractor to perform both projects. Firms are not eligible to submit qualifications for only one of the projects; submissions must comprehensively address the combined scope or will not be considered.

2. Has any geotechnical investigation been performed for the wastewater pond liner repair? Will previous geotechnical investigation information be provided to the selected consultant? Should geotechnical investigation services be included in our scope of work for the wastewater pond liner repair project?

Response: Cavalier SFS does not have record of geotechnical investigation for the wastewater pond liner area. Including geotechnical investigation services needs to be included as part of the scope.

3. The scope includes preparation of a PCR only, not full engineering design for the wastewater pond liner repair. Is the intent that the PCR will be used as bridging documents/scoping documents for a design-build team to complete, or is the intent that consultant completing the PCR will subsequently complete full design and construction documents under a new task order?

Response: It is the intent for the PCR to be used as bridging/scoping documents for a design-build team to complete the full design. In other words, the PCR will help the eventual design-build team by getting them a “head start” towards the full design.

4. Is the acquisition strategy still being developed? Or has an RFP already been issued?

Response: At this stage, the Government has only issued a request for qualifications (SF330s) and has not yet released a formal Request for Proposals (RFP). After evaluation of the SF330s, only the most highly rated firm will receive an RFP.

5. Are you requesting two separate SF330 submissions for each of the tasks or one combined SF330 submission for both?

Response: The Government requires one combined SF330 submission that addresses both project tasks.

6. Since the two tasks are so dissimilar in nature, would it be possible to submit a response to just one of the tasks being requested?

Response: No. The Government is soliciting both projects together as a single, combined requirement. Submitting a response for only one task is not permitted.
