About this file
This is a Task Statement for Architect-Engineer (A/E) Design Services to develop a Planning Charrette Report (PCR) for the repair of wastewater pond liner F760 at Cavalier Space Force Station, North Dakota. The contract period is 180 days with a project number of EGYN261004 and a date of April 9, 2026. The A/E Design contractor must provide all necessary contract documents to support a future design task order, including a complete assessment of current operating conditions through facility manager and 10th Space Warning Squadron interviews, a Planning Charrette Report compiling findings, a preliminary 15% design, a Class IV parametric cost estimate, a draft DD 1391, a draft Design Task Statement, and a draft Request for Environmental Impact Analysis (AF Form 813).
The primary scope involves replacing a deteriorated 40-mil thick HDPE polyethylene liner that has multiple tears and holes, creating environmental compliance violations. Critical requirements include ensuring the lagoon system remains operational during repairs, addressing Chemical, Biological, Radiological, and Nuclear (CBRN) threat protection, maintaining security per ICD-705, coordinating with 10 SWS and their Base Operating Support contractor, and complying with EPA construction general permits. Deliverables must follow specific design submittal phases: 15% Investigative Assessment (NTP+30 days), 50% Preliminary PCR (NTP+70 days), and 100% Final PCR (NTP+140 days), with corrected final submission due by NTP+180 days. All documents must be submitted electronically in PDF, Autodesk RVT/DWG, Microsoft Word, and Excel formats. The contractor must obtain security clearance, conduct site surveys, provide confined space plans if required, and utilize current editions of UFC, NFPA, IBC, IPC, and DoD standards. Site visits are at contractor expense and must be coordinated with the 10 SWS Project Manager within ten business days of task order receipt.

EGYN261004 Repair Wastewater Pond Liner F760
Task Statement Architect-Engineer (A/E Design) Services
Design Planning Charrette Report – Repair Wastewater Pond Liner F760
Cavalier SFS, ND
Date: 9 April 2026
Project Number: EGYN261004
Period of Performance: 180 Days
1. General Requirements: The A/E Design shall provide all contract documents necessary to issue a Design task order as specified in the Project Description Para. 2. The A/E Design shall include a complete assessment of the current operating conditions to include interviews with the facility manager, future facility owners, and the 10th Space Warning Squadron and research that will meet current and projected demands of the facility within industry standards. The Final A/E Design shall include a Planning Charrette Report (PCR) to include the assessment of its existing utilities, proposed facility configuration, a preliminary 15% design incorporating all construction defined by the PCR, a Class IV parametric cost estimate for the required repairs, a draft DD 1391, and a draft Design Task Statement (TS) to repair the wastewater pond liner.
1.1. Services Required: TITLE I Design Services is required to develop a Planning Charette Report (PCR) which identifies the necessary requirements to repair the F760 wastewater pond liner. The repair will take place at the F760 wastewater lagoon on the southeastern side of the installation.
1.2. OPSEC: The contractor (including subcontractors) executing the PCR will have the appropriate clearance to access any form of critical information or activities in performance of the order. The contractor (including subcontractors) will return all building plans, diagrams, blueprints, maps and other infrastructure information provided by or to 10 SWS. The 10 SWS will account for all materials and ensure repair efforts are consistent with OPSEC measures as needed. The contractor (including subcontractors) executing the PCR will not have access to any form of critical information or activities in performance of the order.
2. Project Description: The F760 lagoon’s HDP liner is beyond useful life and has multiple tears and holes. This has the potential to allow unpermitted discharge to the groundwater from Wastewater Cell 1 (F760) and Cell 2, which is not in compliance with environmental regulations. The wastewater cell liner damage is too large to be patched; it must be repaired by replacement through removing the deteriorated 40 mil thick HDPE polyethylene liner and replacing it with a single high density polyethylene liner system.
During the repair, it is imperative that the lagoon system remain operational. To ensure continuous operations, new piping, a flow diverter (splitter) manhole and a splash pad were installed in 2013, to Cell 2 to allow Cell 2 to receive continuous flow while the liner in Cell 1 (F760) was being repaired. There is, however, another existing 18-inch industrial wastewater pipeline conveying wastewater from the Dust Disposal Manhole, directly to Cell 1.
2.1. The contractor shall conduct in-depth user interviews to identify and define the requirements for repairing the lagoon facility.
2.1.1 The contractor shall ensure the repairs can protect against Chemical, Biological, Radiological, and Nuclear (CBRN) threats.
2.1.2 The contractor shall ensure security requirements comply with classification requirements in accordance with ICD-705.
2.1.3 The contractor shall coordinate with 10 SWS and their BOS contractor to ensure continued operation while the facility is undergoing repair.
2.1.3.1 The design team will need to ensure operations at F760 continue and physical security measures at F760 remain operational during repair.
2.1.4 The contractor shall ensure civil engineering requirements for storm drainage and other civil related work are being met during repairs.
2.1.5 The contractor shall resolve any site location issues with any mission-related limitations that arise.
2.1.6 If possible, the contractor shall consider future expansions to the facility and systems when designing the repair.
2.2. The contractor shall develop a PCR compiling all findings, from user interviews, data collection, and site surveys, into one report.
2.2.1 The PCR will document the required square foot required for the facility.
2.2.2 The PCR will provide supporting documents for a future design award to include Design TS and parametric cost estimate.
2.2.3 The PCR will provide a Certificate of Compliance.
2.2.4 The PCR will provide a draft DD 1391.
2.2.5 The PCR will document the identification and evaluation of alternate COAs and why they are not selected.
2.2.6 The PCR will provide a draft Request for Environmental Impact Analysis (AF Form 813) with Section I completed.
2.3. The contractor shall develop a Design TS that will comply with 319 CONS/PKA A/E contract requirements as part of the design documents.
2.4. The contractor shall develop a 15% design, incorporating all requirements to repair the facility.
2.5. The contractor’s cost estimate shall be at the category 4 (Class IV) parametric level of development.
2.6. The contractor shall comply with the Environmental Protection Agency (EPA) construction general permit and all other applicable environmental policies.
2.7. The contractor shall include architectural compatibility, utilities, drainage, and sustainable design principles as directed by all DoD, UFC and USSF criteria and regulations.
2.8. The contractor will submit a confined space plan as part of the 15% design submittal if work is necessary in confined spaces. All work in confined areas will be coordinated with CSFS Fire Department through the 10 SWS Project Manager.
