Summary: Statement of Work - Architect-Engineer Design Services
This Statement of Work outlines TITLE I design services for the repair and replacement of electrical transformers in Buildings B820 and B830 at Cavalier Space Force Station, North Dakota. The contract is identified as EGYN 21-1002, with a Notice to Proceed (NTP) establishing a 270 calendar-day period of performance. The A/E firm must provide a complete Issued for Construction (IFC) set of deliverables including design drawings, specifications, construction Statement of Work, submittal register, and construction cost estimate, with a maximum construction cost limitation of $3.9 million. The scope encompasses assessment of eighteen medium-voltage transformers distributed across four rooms with varying secondary voltages (208V to 4.16kV) and capacities (500kVA to 2.5MVA), designing equipment removal and installation strategies considering existing High-Altitude Electromagnetic Pulse shielding, specifying new conduit and cabling, ensuring fault current compatibility, addressing residual PCB contamination from prior mid-1990s oil replacement, and providing phasing plans to minimize power outages.
Design submittals are required at 25%, 65%, 95%, and 100% completion levels, with the contractor responding to government review comments within ten business days of receipt. Key milestones include 25% Conceptual Design submittal at NTP+90 days, 65% Design at NTP+160 days, 95% Design at NTP+220 days, and 100% IFC Design at NTP+250 days. All deliverables must be submitted electronically in specified formats (PDF, Autodesk DWG, Microsoft Word, and Excel), with copies distributed to both the 319 Contracting Squadron and 460th Civil Engineering Squadron. The design must comply with UFC 1-200-01 DoD Building Code, NFPA 70 (2023) National Electrical Code, and other referenced standards. OPSEC requirements mandate that contractors and subcontractors possess appropriate security clearances, and all building plans and infrastructure materials must be returned to 460 CES for secure destruction upon completion.

Document formats shall be required to meet the Government’s requirements (examples and/or templates will be provided upon award).
1.2. The A/E Design shall provide all contract documents necessary to issue a ‘Construct’ (or ‘Build’) delivery order as specified in the Project Description.
1.3. The A/E Design shall conform with DoD Building Code (UFC-1-200-01) and all associated criteria;
Unified Facilities Criteria (UFC) and United Facilities Guide Specifications (UFGS) can be found at the Whole Building Design Guide website at wbdg.org.
1.4. The A/E Design shall include a construction cost estimate. This shall be broken out by Construction Specifications Institute (CSI) Divisions.
1.5. The A/E Design shall include a complete assessment of the facility, considering current and projected demands of the facility, and a pre-design information-gathering meeting with Government stakeholders.
1.6. The Designer shall review as-built records and existing conditions, note discrepancies, and provide corrections in the design drawings.
1.7. The Designer shall hold a design review meeting with the Government between seven and fourteen calendar days after each design submittal.
1.8. Review Comments. Following the Government’s review of each design level submittal, the Contracting Officer shall provide the Contractor with a copy of the review comments. The Contractor is not responsible for the time used by the Government for reviewing design submittals that may extend beyond that allotted in the schedule.
1.9. Contractor Response to Review Comments: The Contractor shall respond in writing to each of the review comments referenced to the applicable documents within ten (10) business days after receipt of the comments. If the Contractor disagrees with comments, they shall include an explanation of why they disagree in their response. The Government Project Manager will resolve the issue and provide direction to the Contractor.
1.10. A project kick-off meeting will be required and be held by the Contractor. The Project Manager, Facility Manager, Contracting Officer, and Contracting Specialist will be in attendance. The Contractor is to present their initial schedule and anticipated key submission dates at the kick-off meeting. The Contractor is to coordinate any project requirements such as base access and submitting dig permit requirements currently.
1.11. Progress Reports are only to include final approved designs or submittals. Exception: if the Contractor requests progress on activities for which a deliverable has not been received by the Government, the Contractor shall submit a full in-progress deliverable and may only receive partial progress approval as determined suitable by the Government.
1.12. OPSEC: The contractor, including all subcontractors, performing the Design - Repair Electrical Transformers B820, B830 must possess the appropriate clearance to access any critical information or activities necessary for the execution of the contract. All building plans, diagrams, blueprints, maps, and other infrastructure-related materials provided to or generated by the contractor must be returned to 460 CES upon completion of the work. 460 CES is responsible for accounting for all materials and ensuring their destruction is carried out in accordance with OPSEC (Operations Security) guidelines, as applicable.
2. Project Description: Buildings B820 and B830 were constructed in the early 1970s. B820 is the power plant that serves the Mission building, B830. The scope of work for this project will be produced in strict accordance with all applicable Unified Facilities Criteria (UFC), and all applicable National Fire Protection Agency (NFPA) requirements. Project scope shall include, but not be limited to the following:
The A/E Design shall:
2.1. Thoroughly assess the existing conditions of all eighteen (18) medium-voltage transformers and the connected electrical system.
2.2. Construction drawings shall include at least one feasible strategy for transformer removal and new transformer installation, delineating recommended equipment pathways considering the existing High-Altitude Electromagnetic Pulse (HEMP) shielding. B820 features a 16' x 16' hatch for equipment access, while B830 provides a 25,000-lb freight elevator. Existing HEMP doors/openings are believed to be suitable for the movement of equipment in/out of the buildings and no HEMP shield modifications are anticipated. Confirm structural load capacity of building components along planned equipment transport routes.
2.3. Transformer replacement shall include new conduit and cabling from the electrical source disconnecting means upstream of the transformers. Transformer secondaries shall be directly connected to the existing downstream switchgear buses. Conduit routing plans shall be included in the design documents.
2.4. Ensure the new transformers' output fault current is compatible with the fault current withstand ratings of the existing electrical system.
2.5. The eighteen (18) transformers are distributed across four rooms: two (2) in Building B820 and two
(2) in Building B830. Each room houses between two (2) and ten (10) transformers. While all transformers have medium-voltage primary windings, secondary voltages vary from 208V to 4.16kV, and capacities range from 500kVA to 2.5MVA.
2.6. Previous PCB oil replacement in the mid-1990s resulted in residual PCB contamination in transformer oil. Incorporate PCB mitigation measures in the construction documents to address potential trace amounts of PCBs.
2.7. Provide an abatement plan in the Issue for Construction (IFC) set of documents for the contractor to follow in the event suspect materials are encountered.
2.8. Provide phasing plans to minimize power outage durations during the transformer replacement process.
