About this file
This is a Pre-Solicitation Request for Qualifications (RFQ) for architecture and engineering (A/E) services at Cavalier Space Force Station. The solicitation seeks qualified firms to perform work on two projects: (1) EGYN211002 Repair Electrical Transformers B820 B830 and (2) EGYN261004 Repair Wastewater Pond Liner F760. Submissions must be made on Standard Form (SF) 330, Parts I and II by June 18, 2026, at 4:30 PM CDT to Carly Larson (carly.larson@us.af.mil) and SSgt Dominic Z. Duenow (dominic.duenow@us.af.mil). Questions must be submitted by June 4, 2026, at 4:30 PM CDT. Each applicant is limited to 30 pages inclusive of photos and drawings, and pricing information must not be included. An SF 330 is required for each consultant or joint firm.
This small business set-aside acquisition applies NAICS code 541330 (Engineering Services) with a size standard of $25.5 million. The anticipated award date is July/August 2026, with performance periods of 270 calendar days for the electrical transformer project and 180 calendar days for the wastewater pond liner project. Evaluation will be based on four factors in descending order of importance: past performance over the past five years with emphasis on cost control and schedule adherence; professional qualifications of key personnel in core engineering disciplines (electrical, mechanical, civil, structural, environmental) and design/architecture roles; relevant project history demonstrating experience with complex infrastructure repairs, particularly electrical transformers and wastewater systems in remote, mission-critical environments; and geographic proximity of the prime contractor and key personnel to Cavalier SFS in North Dakota. All firms must register with the System for Award Management (SAM) to be eligible for contract award. The evaluation board will conduct discussions with at least three firms to compare alternative service delivery methods.

Evaluation Factors for Award
The selection criteria below are listed in descending order of importance.
(1) Past performance. The Government will evaluate the offeror’s performance record over the past five (5) years. This assessment focuses on the firm’s ability to maintain cost control, deliver high-quality work, and strictly adhere to performance schedules. Prime Responsibility: Assessment includes the percentage of work completed directly by the prime contractor in the core disciplines listed in Factor 1 to ensure direct accountability and mission success.
(2) Professional Qualifications: The Government will evaluate the professional qualifications, education, and technical certifications of the firm’s key personnel. Evaluation includes assessing depth of experience, longevity with the firm, and current professional registrations. Required Disciplines: • Core Engineering: Electrical, Mechanical, Civil, Structural, and Environmental Engineers/Technicians. • Design & Architecture: Architects, Interior/Landscape Architects, and CADD Drafters. • Specialized Support: Fire Protection Engineers/Designers, Geotechnical Engineers/Technicians, Estimators, Spec Writers, Survey Crews, and Construction Inspectors.
(3) Relevant Projects: The Government will evaluate the firm’s technical competence by reviewing specific project history of similar scope and complexity. Specific Focus: High-value will be placed on the design and repair of electrical transformers and wastewater pond liner systems. Firms must demonstrate the ability to execute complex infrastructure repairs in remote, mission-critical environments similar to Cavalier SFS, emphasizing innovative engineering solutions and risk mitigation strategies.
(4) Geographic proximity. The Government will evaluate the physical location of the prime contractor and its key personnel (Structural, Civil, Mechanical, Electrical, and Architectural). Mission Impact: Evaluation focuses on the firm’s knowledge of the locality (Cavalier SFS and the surrounding North Dakota region) and their ability to provide rapid, on-site responsiveness for project requirements, provided this criterion maintains a competitive pool of qualified firms.
