About this opportunity
The Mission and Installation Contracting Command at Fort Bragg is procuring Emotionally Focused Couples Therapy (EFCT) Externship Certification Training services for the Watters Family Life Chaplain Training Center. The contractor must provide all personnel, equipment, supplies, facilities, transportation, and other necessary resources to deliver EFCT certified training to military chaplain interns during a four-day period in May 2026. Key qualifications include active, unrestricted clinical mental health or counseling licensure (LMFT, LCMHC, or LCSW) and ICEEFT certification as an EFCT trainer for both the Program Manager and Assistant Program Manager positions. Award will be made to the responsible offeror whose quote represents the best value based on three evaluation factors in descending order of importance: Technical Capability (including a detailed training plan not exceeding five pages and course syllabus), Instructor Qualifications and Experience (detailed resumes demonstrating current EFT certification, minimum five years of EFCT training experience, and verifiable military or DoD training experience), and Past Performance (up to three relevant contracts from the last three years), with price being the least important factor. Questions must be submitted in writing by March 30, 2026 at 12:00 PM EST, and quotes are due via email no later than April 7, 2026 at 3:00 PM EST.
This is a 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 611430 (Professional and Management Development Training). The incumbent contractor is Valiant Couples Therapy and Consulting, PLLC, which held the prior non-competitive contract valued at $12,000. The contract is structured as a Firm Fixed Price arrangement with a single job requirement, and the training will be delivered May 18-21, 2026 at the Watters Family Life Chaplain Training Center in Fort Liberty, North Carolina, serving up to ten graduate-level chaplain interns with no prior EFCT experience. The contractor must maintain CMMC Level 1 certification as a mandatory requirement for handling Federal Contract Information and Controlled Unclassified Information per DFARS clauses, and all quotes must remain valid for 90 calendar days. Payment will be made via Government Purchase Card upon receipt of proper invoices, and training dates are not flexible with no post-training follow-up support required.
