About this file

This is a Questions and Answers document for a federal contract solicitation (W91247-26-Q-1BD4) for FY26 EFCT externship training at Fort Bragg.

The contract requires delivery of Emotionally Focused Couples Therapy (EFCT) externship training for Family Life Chaplain student cohorts during May 18-21, 2026. The incumbent contractor, Valiant Couples Therapy and Consulting, PLLC, held the prior non-competitive contract (W9124725PA012) valued at $12,000. The contractor must possess an active unrestricted clinical mental health/counseling license and ICEEFT certification as an EFCT trainer for both the Program Manager and Assistant Program Manager positions. Training must occur during standard Army operating hours (8:00 AM – 5:00 PM) with daily quality control conducted throughout the four-day period. The target student population consists of graduate-level chaplains and interns under supervision with no prior EFCT experience. Training deliverables must include ICEEFT-approved completion certificates, training slides, handouts, and appropriate training media incorporating culturally and contextually relevant content for the military population. Evaluation criteria must align with both ICEEFT standards and Army-specific evaluation standards (to be provided post-award). The contractor must maintain CMMC Level 1 certification as a mandatory requirement for handling Federal Contract Information and Controlled Unclassified Information per DFARS clauses. Training dates are not flexible, travel payment is not included, and no post-training follow-up support is required.

Questions and Answers FY26 EFCT externship training, Fort Bragg – W91247-26-Q-1BD4

1. The PWS mentions “Family Life Chaplain Student cohorts are trained in EFCT each year.” Is there an incumbent? If so, can you please provide the contract number? We were unable to locate in SAM.gov.

Last year was not a competitive solicitation contract. The contract number is W9124725PA012, and the contract was awarded to VALIANT COUPLES THERAPY AND CONSULTING, PLLC for $12,000.

2. Is CMMC Level 1 certification required? Student Personally Identifiable Information (PII) and related digital info (emails, personnel rosters, etc.) would be considered Federal Contract Information (FCI) or Controlled Unclassified Information (CUI). We could find no mention of CMMC compliance in the PWS or RFQ.

This is a mandatory requirement per the Department of War for any contractor or supplier that handles Federal Contract Information and or Controlled Unclassified Information. The requirement stands according to DFARS Clauses Incorporated by Reference.

3. Are the requested training dates (18-21 May 2026) flexible in any way?

NO. Dates are not flexible.

4. Per the PWS, the PM and APM must both hold the same clinical mental health/counseling licensure (ICEEFT certified EFCT trainer). Can you please explain this decision? In our experience, PMs are usually the supervisory and government contracting compliance expert single-point-of-communication, not instructor SME.

Contractor must possess an active unrestricted/non-sanctioned clinical mental health/counseling license and ICEEFT certification as an EFCT trainer.

5. Paragraph 1.16 of the PWS states, “Contractor Travel: Not Applicable.” Does this mean you are targeting only local (FBNC) EFCT training specialists?

Payment for travel will NOT be included.

6. We found no mention of ICEEFT EFCT Continuing Education (CE) credit. Do you request CE per student (usually a $40/per fee).

Target audience does not require CEs.

7. Training Deliverables and Documentation

• ICEEFT offers a standard completion certificate, but is there a requested format for the training report, or may the contractor propose a standardized format?

Contractor must use only ICEEFT approved or compliant completion certificates for the EFCT Externship. Training materials must incorporate culturally and contextually appropriate content for the military population.

• Are individual trainee evaluations required in addition to certificates?

No

• What specific training materials are required?

Refer to PWS for additional details. Contractor must provide at a minimum, training slides, necessary training handouts, applicable and appropriate training media. Further details available upon awarding of contract.

8. Evaluation Criteria for Therapist Proficiency

• What specific criteria or rubric will be used to determine successful completion of the externship?

ICEEFT standards are to be used to determine successful completion. Army rubric information will be available upon awarding of contract.

• Should the contractor align evaluations to ICEEFT standards exclusively, or are there Army-specific benchmarks?

Must align with ICEEFT standards and Army evaluation standards. The Army standards will be available upon awarding of contract.

9. Level of Clinical Intervention

• During live observation, what level of direct intervention is expected if a therapist’s actions may impact client safety?

• Is the contractor expected to interrupt live sessions, or provide feedback post-session only?

For both questions, the contractor will leverage their own experience and understanding of Army standards, their skill and competence to practice ethically and skillfully as a licensed clinician. Contractor will ensure client and trainee/intern safety during all live observations and training exercises in accordance with ICEEFT, applicable state licensing boards, and any and all professional ethical codes of practice and conduct. Army standards will be available upon awarding of contract.

10. Quality Control Plan (QCP) Expectations

• Are there any preferred formats or templates for the QCP?

Refer to PWS for details.

• How frequently does the Government expect performance reporting or QC updates during the four-day POP (18 - 21 May 2026)?

QC will be conducted daily from 18 – 21 May

11. Daily Schedule and Training Structure

• Does the Government have a preferred daily training schedule or agenda, or should the contractor propose one?

Training must begin and conclude within normal Army operation hours between the hours of 8:00 AM – 5:00 PM

• Are there expectations for evening preparation or follow-on activities?

The contractor determines their own preparations.

12. Student Experience Level: What is the expected baseline experience level of the Chaplain students (e.g., prior EFCT exposure, clinical hours)?

Chaplain and student interns are graduate students and interns under supervision. Baseline is no prior experience with EFCT.

13. Post-Training Follow-Up: Is any post-externship support, consultation, or evaluation required after training completion?

No post-training follow-up expected.
