About this opportunity
The Department of Defense Education Activity (DoDEA) is seeking a comprehensive educational services contract for Hanscom Air Force Base in Massachusetts, covering Pre-K-8 educational programs for approximately 525 dependents of DoD personnel. The solicitation (HE125425RE008) requires a contractor to provide general and special education services, including instruction, special education support, food service, transportation, and facility maintenance for students aged 3-15. The contract will be evaluated using a best-value tradeoff process across four factors: Technical Approach, Past Performance, Small Business Participation, and Price, with non-price factors considered more important than price. Proposals must demonstrate compliance with Massachusetts educational standards, meet DoD Instruction 1342.12 for special education services, and provide a comprehensive technical approach. The solicitation has key dates including questions accepted until April 14 and 23, 2025, with electronic proposals due by May 1, 2025, and an anticipated contract award date of July 1, 2025.
The solicitation is specifically set aside for Women-Owned Small Business (WOSB) concerns and covers a base period from July 2025 to June 2026 with four additional one-year option periods through June 2030. The current incumbent is the Town of Lincoln under contract HE125420C0005. While specific award values are not explicitly stated, the contract will be structured as a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) with multiple line items covering general education (Grades PK-8), special education services, and related services like speech, occupational, physical therapy, and counseling. The estimated student quantities range from 1-384 per category, with services to be performed at Hanscom Air Force Base in Massachusetts. The contract includes provisions for detailed reporting, quality control, and maintaining educational programs that meet or exceed state performance standards, with payment based on actual student enrollment numbers.
