32.1.5 Volume 5: Factor 4. Price of the Amended Solicitation (25RE008_CC_0001_040925) and the accompanying price sheet (Attachment 3)For the Base Year, the pricing sheet includes the following descriptions:
●0001AA Grades PK-5
●0001AB Grades 6-8
●0001AC Special Education Services Only
●0001AD Special Education (20%)
●0001AE Special Education (60%) Massachusetts does not publish state tuition rates for Special Education as may be common in other states, such as New York. As such, we do not have an equivalent pricing schedule or designation in Massachusetts for descriptions 0001AD and 0001AE (Special Education 20%, Special Education 60%). As an alternative, would it be acceptable for us to replace 0001AD and 0001AE in the pricing spreadsheet and instead use the following categories for item pricing, which more closely correspond to categories in common use in Massachusetts: ●1) In-district special education services in an inclusion setting;
●2) In-district special education services in a sub-separate, specialized program;
●3) Out-of-district special education services in a public collaborative placement; and
●4) Out-of-district special education services in a private special education school placement (including residential placements)?●0001AD Special Education (20%) is removed.
●0001AE Special Education (60%) is removed. CLIN 0002 replaces for Special Education Students.
42.1.5 Volume 5: Factor 4. Price of the Amended Solicitation (25RE008_CC_0001_040925) and the accompanying price sheet (Attachment 3)If it would not be appropriate to replace 0001AD and 0001AE with the recommended alternative categories as described in the first question, what basis should we use to determine the quantity and cost of these items, given that we do not have closely corresponding categories in Massachusetts?The SLINs have been revised. Basis to determine the quanitity is based on the number of students projected and the cost should be based on per student.
52.1.5 Volume 5: Factor 4. Price of the Amended Solicitation (25RE008_CC_0001_040925) and the accompanying price sheet (Attachment 3)The pricing spreadsheet lists quantities for all of the identified descriptions (0001AA -0001AE). For the categories 0001AD and 0001AE, are the unit prices intended to be in addition to the unit prices already captured in 0001AA and 0001AB, or separate prices? For example, a child served in grades PK-5 (0001AA) as a regular education student might have a total unit cost of $100, while another child served in grades PK-5 (0001AA) who is a special education student might have a total unit cost of $125 because of additional resources associated with that child (for example, additional staffing). In that scenario, in the pricing sheet would we list the unit cost in PK-5 (0001AA) as $100 and the unit cost in special education (0001AD) as $125, or should the unit cost in special education (0001AD) be $25 because that is the additional cost associated with a student in that category?These are separate prices. 0001 is for regular education students and 0002 should be for the students with special education needs. Please price per the student's required need.
62.1.5 Volume 5: Factor 4. Price of the Amended Solicitation (25RE008_CC_0001_040925) and the accompanying price sheet (Attachment 3)We understand that this is a Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity contract. How will the quantity be established for payment, and how often will the quantity be calculated?For example, the pricing spreadsheet identifies the quantity for Grades PK-5 (0001AA) for the 2025-26 school year as 384. We plan to build a proposal using that unit number. If we are awarded the contract, but the enrollment on September 30th, 2025 (the first reporting date) for PreK-5 students has risen to 400 students, or dropped to 375 students, would the contract payment be adjusted accordingly for that year? Additionally, we would provide updated enrollment on January 20th, 2026 – if the enrollment has changed by that date, would the contract payment again be adjusted? Or, would an enrollment number for the prior year be certified (for example, prior to July 1), and that number would then be used to determine contract payments for the following year? Or would there be an alternate approach that we are not envisioning?Payment will be made based on the actual number of students. Orders will be placed with the enrollment amount of students each year. If more students come during the school year, the order may be modified to account for the new enrollment numbers. The vendor will bill for the actual student numbers requiring services. So, if 100 students are enrolled at the school, an order will be placed for 100 students. If only 98 students were actually there recieving services, then the vendor would just bill for the actual 98 students.
72.1.5 Volume 5: Factor 4. Price of the Amended Solicitation (25RE008_CC_0001_040925) and the accompanying price sheet (Attachment 3)Price (3) discusses a separate roll-up summary for labor, transportation, etc. We are planning to provide overall costs for each of those categories for each contract year, and we are not planning to break out each of those categories for each item on the pricing sheet. Is this an appropriate way to provide the roll-up summaries?If this would not be appropriate, can you please clarify the specific format or available formats that we should use?Please price with as much detail as you can as requested in Addendum 52.212-1 Instructions to Offerors. This goes beyond the pricing sheet Attachment 3.
82.1.5 Volume 5: Factor 4. Price of the Amended SolicitationThe original pricing sheet included 0001AC Special Education Services Only. In the 4/18 update, this is removed, and CLIN 0002AG-0002AK are included for specific services (Speech, OT, PT, and Counseling). We are operating under the assumption that these codes are intended for students who receive just these services and are not part of the general student population; for example, a home-schooled student who qualifies for and receives speech services, but is otherwise not educated within the building. For students who are part of the general population and receive these services, we would include that service as part of the base cost for students included in 0001AA, 001AB, and 0002AA - AC, and our pricing sheet reflects these assumptions. (As just one example, all students can receive some level of counseling support.) Are these assumptions accurate? If these assumptions are inaccurate, we would appreciate a clarification.Yes, please separate out the pricing for just these services under those SLINs. So for SLINs 0001AA-AB please price for the cost per general education students. For SLINs 0002AA-AF, please price for the costs for the specific Special education students needs category. For SLINs 0002AG-AK: please price seperately per the session required by the student's Individual Education Program (IEP).
92.1.5 Volume 5: Factor 4. Price of the Amended SolicitationThe quantities in the provided pricing sheet do not reflect the student enrollments that we project for 2025-2026 and beyond. Is it appropriate for us to use our own projected student enrollment quantities in preparing the pricing sheet?Yes, adjustments to quantities can be made based on the most current and accurate numbers for each CLIN description.
82.1.5 Volume 5: Factor 4. Price of the Amended SolicitationWe project lower enrollment for the 2025-26 school year than the numbers included in the pricing sheet, and we wish to provide as accurate a total price projection as possible in the five-year summary sheets. Similar to question #2, would it be appropriate for us to use our own projected student enrollment quantities in preparing the supplemental pricing information identified in 2.1.5 of the solicitation?Yes, adjustments to quantities can be made based on the most current and accurate numbers for each CLIN description.
