About this file
This is a Request for Proposal (RFP) for educational services at Hanscom Air Force Base in Massachusetts. The Department of Defense Education Activity (DoDEA) is seeking a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide comprehensive Pre-K-8 education and special education services for approximately 525 eligible dependents of DoD personnel. The contract will cover a base period from July 2025 to June 2026 with four one-year option periods through June 2030, including provisions for various educational program components like general education, staffing, special education services, and support services such as food service, maintenance, and student transportation.
The solicitation is set aside for Women-Owned Small Business (WOSB) concerns and includes detailed evaluation criteria across four factors: Technical (including state recognition and technical approach), Past Performance, Small Business Participation, and Price. Offerors must submit electronic proposals by the closing date, with technical volumes demonstrating understanding of the Performance Work Statement requirements. The government will use a best value trade-off process to award a single contract, with non-price factors considered more important than price. Proposals must include administrative documentation, technical approach, past performance references, small business participation plan, and pricing details.
