About this opportunity
The Centers for Disease Control and Prevention issued a sole-source Notice of Intent to Award a contract to Illumina, Inc., for a five-year maintenance and support agreement for an Illumina MiSeq i100 Plus Sequencer, with capability statements due by June 22, 2026 at 10:00 a.m. Eastern Time.
The CDC's Enteric Diseases Laboratory Branch, which operates the mission-critical PulseNet foodborne disease surveillance network, requires comprehensive OEM maintenance including preventative service, certified repair, technical support, firmware updates, parts and labor with travel, reagent replacement, and Field Application Scientist support for the sequencer (Serial Number SH00687). The estimated total contract value is $68,862.65 for the base year plus four option years.
Illumina is justified as the sole source under FAR 13.106-1(b)(1) because it is the original equipment manufacturer and the only known provider capable of delivering OEM-certified maintenance, proprietary diagnostic software access, firmware updates, and manufacturer-authorized technical support. The sequencer employs proprietary CMOS technology, sequencing-by-synthesis chemistry, and factory-specific calibration standards requiring OEM access. Market research confirmed no authorized third-party maintenance providers offer equivalent capability; non-OEM services would risk warranty loss, performance degradation, extended downtime, and reduced reliability critical to outbreak detection.
Interested organizations may submit capability statements to Ashley Williams, Contract Specialist, at dal3@cdc.gov. The Government will evaluate responses solely to determine whether to conduct a competitive procurement, with final determination at Government discretion.
