About this opportunity

The Department of the Air Force United States Air Forces in Europe–Air Forces Africa seeks acquisition of four Echodyne EchoShield Radar units, one Rapid Deployment Kit Gen 1, four software update and technical support packages (36-month duration), and on-site assembly training, with proposals due September 11, 2026 by 1500 Central European Time and questions due September 9, 2026. The procurement is a Total Small Business set-aside, Firm Fixed Price purchase order.

Place of performance is Aviano Air Base, Italy (33081, Province of Pordenone). The EchoShield is a software-defined, cognitive 4D pulse-Doppler radar operating in Ku-band (15.4–16.6 GHz) using Echodyne's proprietary Metamaterials Electronically Steerable Antenna (MESA) technology. Required specifications include a 130-degree azimuth by 90-degree elevation field of view, angular tracking accuracy less than 0.5 degrees in both dimensions, simultaneous tracking of over 40 high-priority targets and 1,000 low-priority targets, detection ranges of 2.7–3.0 km for Group 1 UAS, 4.8–6.0 km for Group 2 UAS, 8.0 km for dismounted personnel, and 11.0 km for tactical vehicles. Each radar panel must not exceed 42.5 by 33 by 18 centimeters, weigh no more than 17.8 kg, consume under 250 watts at maximum duty cycle, and meet MIL-STD-810H with IP66 or IP67 environmental protection. The Rapid Deployment Kit must enable tool-less assembly and full operation within one hour by a single operator, include a heavy-duty steel tripod with integrated Layer-2 Ethernet switching junction box supporting up to four radars, a COMROD ComPact 2400 power supply, and pack into no more than three transport cases. Contractor must perform on-site assembly instruction and system training for 4–8 personnel at Aviano AB. NAICS code is 334511; PSC is 5840. Offerors must hold prices firm for 90 calendar days from receipt and maintain quote validity through September 30, 2026. Evaluation will consider technical capability, price, delivery terms, and past performance in no particular order of importance. Funds are not presently available; no award will be made until funding is secured. Amendment 0002 extended the solicitation end date.

Amendment 0002: The purpose of this amendment is to extended the solicitation end date.

The EchoShield is a software-defined, cognitive 4D pulse-Doppler radar operating in the Ku-band (15.4 to 16.6 GHz) that utilizes Echodyne's proprietary Metamaterials Electronically Steerable Antenna (MESA) technology This low size, weight, and power (low-SWaP) system is designed for multi-domain, multi-mission operations, offering a wide field of view (130° azimuth by 90° elevation) and an industry-leading angular tracking accuracy of less than 0.5°. Built to military standards (MIL-STD-810H), the ruggedized, IP67-rated unit can track over 1,000 objects simultaneously and output high-precision data to direct optical sensors and mitigation effectors. Highly versatile and customizable via software waveforms, the EchoShield supports diverse missions --including counter-UAS, ground dismount and vehicle tracking, coastal perimeter security, and on-the-move mobile operations. The 57 RQS requests acquisition of four (4) echodyne echoshield radars, 4 units of EchoShield software uprates and technical support, amd the echodyne rapid deployment kit.
