About this file

This document is a Questions and Answers (Q&A) file for an EchoDyne EchoShield radar equipment solicitation. The file addresses three key clarifications regarding product specifications, part numbers, and delivery/assembly requirements for a Rapid Deployment Kit intended for delivery to Aviano Air Base, Italy.

The Government confirmed that the manufacturer's current published dimensions (42.9 × 32.9 × 18.7 cm) and weight (19.2 kg) are acceptable, despite the solicitation initially specifying maximum dimensions of 42.5 × 33 × 18 cm and a maximum weight of 17.8 kg. Additionally, the Government clarified that part number 700025-300-300 is the correct NATO Green configuration, correcting a discrepancy with the solicitation's original part number reference of 700025-300-30. The Government further specified that the delivery and assembly requirement consists of a one-time assembly instruction block and system training performed on-site at Aviano AB for a target audience of 4-8 personnel. The Government emphasized that the system is intended for temporary rapid deployment rather than permanent installation, making the contractor effort training-focused rather than oriented toward establishing a permanent operating location.

EchoDyne EchoShield Questions/Responses

1. Attachment 1 specifies maximum dimensions of 42.5 × 33 × 18 cm and a maximum sensor weight of 17.8 kg. Echodyne's current EchoShield technical datasheet identifies the dimensions as 42.9 × 32.9 × 18.7 cm and weight as 19.2 kg. Can the Government please confirm that the manufacturer's current published dimensions/weight are acceptable.

Government response: Government confirms vendor provided measurements per Echoshield technical data sheet are acceptable.

2. Additionally, the solicitation identifies the NATO Green EchoShield as P/N 700025-

300-30, while Echodyne's current ordering information identifies NATO Green as P/N 700025-300-300. Can the Government please confirm that P/N 700025-300-300 is the intended NATO Green configuration?

Government response: Government confirms that P/N 7000025-300-300 is intended as NATO green configuration.

3. The solicitation states that the Government requires “direct delivery and assembly to Aviano Air Base, Italy.” Can the Government please clarify the required scope of contractor-performed assembly, including whether contractor personnel are required to be physically present at Aviano AB to assemble the four-radar Rapid Deployment Kit and whether any system configuration, integration, testing, or operational verification is required as part of the assembly effort?

Government response: Government requires a one-time assembly instruction block and system training performed at Aviano AB, target audience 4-8 personnel. The system is not intended for use at the home installation so the installation effort is training focused rather than to develop a permanent operating location for the system.
