About this file
This document is an Ombudsman clause establishing procedures for resolving concerns from offerors and potential offerors related to a federal acquisition. An ombudsman has been appointed to hear and facilitate resolution of concerns while maintaining strict confidentiality of the source when requested. The ombudsman operates independently from the program manager, contracting officer, and source selection official, and does not participate in proposal evaluation, source selection, or protest adjudication.
Interested parties must first address concerns directly to the contracting officer before consulting the ombudsman. Contacting the ombudsman does not alter timelines for agency-level bid protests, GAO protests, debriefing requests, or other procedural processes. The primary ombudsman contact is Mr. Alex Hight (AFICC/KU, based in Ramstein, Germany) reachable via email at alex.hight@us.af.mil or by phone at (49) 6371-47-2209 commercial or (314)480-2209 DSN. An alternate ombudsman, Mr. Alexander Larsen, is also available at alexander.larsen.1@us.af.mil or (49) 6371-47-5938 commercial / (314)480-5938 DSN. The ombudsman has no authority to render binding decisions on the agency and should not be contacted for solicitation copies, offer due date verification, or technical clarification requests, which must be directed to the contracting officer.

Ombudsman
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Alex Hight
