The Department of the Interior Bureau of Reclamation seeks firm-fixed-price HVAC maintenance services for the Leadville Water Treatment Plant in Colorado, with quotations due May 25, 2026 at 2:00 PM Mountain Daylight Time and questions due May 21, 2026 at 3:00 PM Mountain Time. Place of performance is 749 Highway 91 near Leadville, Colorado in Lake County. The contractor must furnish qualified, Colorado-licensed HVAC technicians and all labor, materials, equipment, tools, and supervision for monthly and quarterly preventative maintenance and same-day corrective maintenance on three systems: a Trane M-series furnace (2006), Daikin VRV III-S heat pump (2015), and Schwank radiant heater (2021). Contractors must obtain EPA Section 608 Universal Certification, comply with OSHA and Reclamation Safety and Health Standards, carry liability insurance ($100,000 workers' compensation, $500,000 general liability, $200,000/$500,000 automobile), and meet facility access and identification requirements.

The base period runs August 1, 2026 through July 31, 2027, with four optional 12-month renewals and an available six-month extension. Corrective maintenance is limited to a not-to-exceed of $10,000 per year. Service Contract Labor Standards apply; prevailing wage rates are established under Colorado Wage Determination 2015-5439 (effective March 30, 2026).

Award uses Lowest Price Technically Acceptable evaluation. Offerors must submit Volume I (technical approach, key personnel/staffing plan, past performance on at least two similar contracts within five years) and Volume II (price submission). Quotations must remain valid 60 calendar days after solicitation closing. This combined synopsis/solicitation for commercial services is prepared in accordance with FAR Subpart 12.2, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This announcement constitutes the only solicitation.
The requirement under this contract is for the inspection, maintenance, repair, and service of HVAC systems and associated equipment, as detailed in the Performance Work Statement (PWS). The contractor shall furnish all labor, materials, tools, equipment, and supervision necessary to perform scheduled and unscheduled HVAC services to ensure reliable climate control operations.

1. Primary Facility: 749 Highway 91, near Leadville, Colorado in Lake County

Site Visit:
Prospective offerors may contact Plant Supervisor Jenelle Stefanic to schedule a site visit no later than May 20, 2026. Contact must be made via email: JStefanic@usbr.gov. Participants will meet at the Leadville Water Treatment Plant, 749 Hwy 91, one mile north of Leadville, Colorado.
Offerors are strongly encouraged to conduct a site visit to ensure full understanding of the systems, layout, and performance requirements.
