HVAC Maintenance services

PERFORMANCE WORK STATEMENT

1. BACKGROUND

The Bureau of Reclamation (Reclamation) has a requirement for Heating Ventilation and Air

Conditioning (HVAC) Maintenance services for the Leadville Water Treatment Plant, which is located at 749 Highway 91, near Leadville, Colorado in Lake County. Reclamation is responsible for the operation and maintenance of the water treatment plant. The Leadville Plant HVAC system must be maintained to sustain the building’s overall indoor air quality, equipment reliability, operation efficiency and employee comfort.

Offerors are urged to inspect the site where services are to be performed, and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. Prospective offerors may contact Plant Supervisor Jenelle Stefanic to schedule a site visit. Participants will meet at the Leadville Water Treatment Plant, located at 749 Hwy 91, one mile north of Leadville, Colorado. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

2. SCOPE

The work required by this contract is to perform monthly and quarterly HVAC Preventative

Maintenance (PM) services as well as periodic repairs or response to unexpected outages for Corrective

Maintenance (CM). The Contractor shall furnish all labor, materials, transportation, supplies (unless otherwise specified), equipment and supervision to satisfactorily perform HVAC PM and CM services in accordance with the standards as defined in Section 12 of this Performance Work Statement (PWS). The

Colorado, to provide Monthly and Quarterly Services as described in Section 4 of this PWS.

3. PERIOD OF PERFORMANCE

The period of performance includes one base period from August 1, 2026, through July 31, 2027, and four, twelve-month option periods. Reclamation will exercise option periods at its discretion.

The Contractor shall perform all on-site work between 7:00 a.m. and 5:00 p.m., local time, Monday through Friday, excluding Federal holidays. Work outside these hours shall not be performed without prior written authorization from the Contracting Officer (CO) or the designated Contracting Officer’s

Representative (COR). The CO or COR may adjust or approve alternative work hours when necessary to support mission needs, provided such approval is provided in writing. Only authorized contractor employees shall be permitted in the facilities.

4. TASKS

A. MONTHLY SERVICES – PREVENTATIVE MAINTENANCE

The Contractor shall perform Inspection and Maintenance of HVAC systems according to

Manufacturer’s instructions once per month. PM services may include scheduled activities such as changing belts and filters, cleaning indoor and outdoor coils, lubricating motors and bearings, cleaning and maintaining cooler towers, testing control functions and calibrations.

• Perform monthly inspection and maintenance for Heating / Cooling units for office /lab/ control room system according to manufacturer’s instructions and industry best practices.

• Perform monthly inspection and maintenance for chemical bay radiant tube heater in accordance with manufacturer instructions and industry best practices.

• Perform monthly inspection and maintenance for Main Plant gas-fired furnace according to manufacturer’s instructions and industry best practices.

In addition to Manufacturer’s instructions, Contractor should also perform the following checks on each Monthly visit:

Pre-operational checks:

• Check mounting hardware to make sure unit is secure, no loose hangers or brackets

• Check wiring throughout unit for loose connections or overheating

• Inspect heat exchanger for rust, cracks, and clean burners and burner compartment as needed

• Check gas lines and connectors for leaks and signs of wear

• Check and replace filters as needed

• Check fan and drive belts for proper tension and wear, replace as needed

• Inspect air damper assemblies for proper function

• Oil/grease motors and bearings as needed

• Keep unit clean and free of oil and grease buildup

• Check fresh air intakes and make sure grills and ducts are free of dirt and blockage

• Check outdoor office area A/C condenser and clean as needed

• Check condensing unit and piping for any signs of leaking

Unit operating:

• Start and listen for unusual noises

• Check burner and flame for proper operation

• Checking operating voltage and amps on all motors and compressors

• Check for proper air flow out of registers

• Check operation of Condensing/ A/C system, temperature difference across evaporating coil

PERFORMANCE STANDARD

The contractor shall perform all the above requirements each month, with no more than 3 tasks requiring re-work per year.

B. QUARTERLY SERVICES – PREVENTATIVE MAINTENANCE

In addition to monthly services, the Contractor shall perform the following tasks once per quarter:

• Replace Filters on office/ lab/ control room HVAC system and Main Plant Furnace

• Clean drain pan on gas fired plant heat system

• Check and Lubricate greaseable bearings and motor bearings as needed

• Check motor operated vanes for freedom of operation and ensure good condition

• Check for dust/ grease/ dirt accumulation on wheels or in housings and clean as needed

• Keep motors and windings free of dirt and dust

• Inspect shafts and wheels for dirt build-up, corrosion, or signs of excess stress or fatigue

• Check for Carbon Monoxide leaks on with a calibrated CO detector. Record results of CO levels on service report

• Inspect Chemical Bay Radiant tube heater burner/ ignitor/ gas orifices/ exhaust systems for proper operation and working condition. Inspect emitter tubes and clamps for any cracks, holes, or blockages.

PERFORMANCE STANDARD

The contractor shall perform all the above requirements on a quarterly basis, with no more than 3 tasks requiring re-work per year.

C. CORRECTIVE MAINTENANCE SERVICES

• CM services may include response to outages, replacement of electronic or mechanical components due to failure, or other deficiencies requiring service calls above and beyond normal preventative maintenance. The average frequency of emergency call-outs over the past 10 years has been 1-3 trips per year

• Should an unexpected outage or failure occur within any of the three plant HVAC systems, Contractor HVAC Technician will respond on the same day to troubleshoot/ diagnose and perform corrective actions to restore proper operation.

PERFORMANCE STANDARD

The contractor shall perform corrective maintenance on an as-needed basis with no more than

1 task per year requiring re-work.

Contractor shall provide a site-specific written work plan for performing the tasks listed above. At a minimum, the general work plan shall describe methods, procedures, and equipment to be utilized, in detail, and a schedule for completing the work. Work plan shall include a process for documentation of work completed each visit by check-off and initials of technician, which COR may use in evaluating work completion. The work plan should include contractor’s plan for safely accessing hard to reach locations to perform service, including PPE (ie, fall protection systems, safe work practices) to be provided by contractor for use by technician.

5. ENVIRONMENTAL PROTECTION

The contractor shall comply with all federal, state, and local laws, regulations, and standards. All environmental protection matters shall be coordinated with the CO or COR. HVAC Technicians shall have EPA Section 608 Universal Certification.

The contractor must comply with Section 9002 of the Farm Security and Rural Investment Act of 2002, Executive Order 13423 and the Federal Acquisition Regulation to provide biobased products.

Therefore, the contractor shall utilize products and material made from biobased materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. The COR must approve all supplies and material used in the performance of the contract.

The contractor shall submit a complete list of biobased products, in accordance with Section 15 of this

PWS, that the contractor will use in carrying out these requirements. This list shall include the name of the manufacturer, cost of each material, and the intended use of each of the materials. It is desirable that the contractor supply the greatest number of biobased products listed that meet the health and environmental specifications.

6. CONTRACTOR PERSONNEL

Contractor employees shall comply with all Facility Security, HSPD-12, and Bureau of Reclamation access control requirements. Contractor personnel may be required to present a valid, government-issued photo identification (e.g., driver’s license) for initial identity verification and visitor access.

Facilities that require PIV or site-specific badges will issue them in accordance with local procedures, or will require the contractor to be escorted if such credentials are not issued. All contractor employees must be U.S. citizens or have a valid Immigrant Visa Number, Permanent Resident Card, or Resident Alien Card authorizing them to work in the

U.S. The contractor shall abide by all Federal, State, and Local laws pertaining to hiring and assigning tasks to personnel.

ONLY AUTHORIZED CONTRACTOR EMPLOYEES SHALL BE PERMITTED IN THE FACILITIES.

In accordance with GP-7 Site Security, the contractor shall provide a listing of all personnel performing work under the contract prior to performance. Copies of state issued licenses that pertain to work related tasks may be required. The contractor shall notify the CO or the COR in writing of any personnel change to this list prior to the implementation of such change(s).

The Contractor shall furnish qualified, experienced, and safety-oriented HVAC Technicians, Licensed in the State of Colorado, to perform the services under this contract. Employees shall promptly correct unsafe working conditions or report them to the COR. The contractor/or contractor’s personnel shall report any damaged, or inoperable systems, fixtures, or facilities. Any conditions which prevent the proper performance of the contractor’s duties shall be reported to the COR. Notification will be in writing, by telephone, or in person stating the location no later than the following workday.

The contractor shall report to the CO, by telephone, any accidents involving injury, death, damage to

Government property, or accidental loss of Government property resulting from the activities of the contractor, their subcontractors, their agents, or their employees. A report shall be forwarded to the CO within 2 working days after the date of the accident. All accident records required by the Occupational

Safety and Health Act shall be maintained in accordance with OSHA guidelines. In addition, the contractor shall cooperate and provide data to follow-up investigation of an accident by Reclamation.

Employees shall report all accidents or injuries, no matter how minor they may seem.

7. CONTRACTOR FURNISHED SUPPLIES

The Contractor shall furnish all supplies in accordance with standard industry practices required to perform services under this contract. The Contractor shall furnish all supplies including, but not limited to lubricants, grease, spare parts, and replacement filters. All electrical equipment used by the

Contractor, or his/her employees, shall meet all applicable safety requirements. The equipment must operate at full-rated performance levels using existing building circuits. It shall be the responsibility of the Contractor to prevent the operation or attempted operation of electrical equipment, or combinations of equipment, which require power exceeding the capacity of existing building circuits.

The Contractor shall test all equipment to be used performing work for this contract and provide documentation supporting all instruments have current and valid calibration records.

The contractor is responsible for providing all labor, equipment, materials, supplies, and state issued license necessary to meet the requirements of the contract. Trucks, vehicles, and personnel will be licensed, insured, and certified as required by the appropriate governing agencies. Trucks shall be operational in accordance with Colorado Department of Transportation requirements.

8. SAFETY AND HEALTH

It shall be the responsibility of the Contractor to adhere to the following Safety and Health Requirements:

1. Contractor personnel shall be trained and equipped to work within and comply with OSHA and

Reclamation Safety and Health (RSHS) standards. Reclamation Safety and Health Standards (most current revision); found at https://www.usbr.gov/safety/rshs/index.html. Contractor will demonstrate compliance with Reclamation, Leadville plant, work practices in such a manner as to prevent airborne exposure to the OSHA permissible exposure limits (PAL’s) for applicable chemicals and metal dusts potentially present in plant.

2. All contractor personnel working on the premises shall prevent airborne dust and conduct cleaning operations utilizing administrative controls, engineering controls, wet methods and personal protective equipment. No dry sweeping or wiping is permitted, only vacuuming with a

HEPA vacuum, wet-mopping or dry-mopping with the use of dust-collecting cleaning products, are permitted for floors, walls and equipment. Dry wiping, sweeping and use of non-HEPA equipped vacuuming equipment is prohibited.

3. All contractor equipment shall be cleaned and decontaminated, if necessary, prior to exit from the plant to ensure hazardous metals and chemicals are not removed from the plant.

4. Contractor shall provide personal protective equipment consistent with OSHA and RSHS requirements. At a minimum, the technician shall wear steel toe work boots, safety glasses, and have available hearing protection, hard hat, work gloves and any other PPE appropriate for work in an industrial environment. Personal protective equipment should meet the applicable OSHA, ANSI, NIOSH and Reclamation Safety and Health standards.

5. Contractor shall provide a site-specific written emergency action plan, which addresses accidents and injuries which occur while working at Leadville Plant. The emergency action plan shall be submitted for Government review and acceptance within 10 days of the post-award conference meeting.

6. The contractor shall not require or permit any employee to engage in work under conditions, which are unsanitary, hazardous, or dangerous to employee’s health or safety. The contractor is required perform safe work practices at all times when carrying out contract requirements.

7. Fire prevention shall be exercised at all times by the Contractor and its employees. All combustible material shall be used and stored in a safe manner. The Contractor shall report any fire hazards to the Government representative in charge of the building and, if possible, correct them. In the event of a fire, the Contractor shall call Lake County Emergency number (911) to report the fire and notify the Government representative in charge of the building (719-486-

2035).

8. Contractor work area will be limited to the areas directly pertaining to HVAC equipment.

Boundaries will be described in detail by plant personnel and will be strictly adhered to by contractor personnel.

9. The contractor shall keep the premises free from debris and accumulated waste.

10. First aid kits shall be carried in all contractors’ vehicles.

9. GOVERNMENT FURNISHED EQUIPMENT / INFORMATION

The Government will furnish where and if required, lights, power and water from regular outlets in the building. The Contractor shall be responsible for the proper care and storage of these materials. Storage space shall be provided by the Government. Wasteful or unauthorized use of government-furnished materials will not be permitted and will not be for use outside of the job requirements of this contract.

The Government will not be responsible for the loss of, or damage to, the Contractor's property while in storage on government premises. All equipment used in the performance of the contract shall be of the type and durability used by professional HVAC

PWS Page 6 of 14 maintenance and repair firms. All property found in the performance of this contract shall become the property of the Government and must be turned into the COR.

A post award conference will be held at the Leadville Water Treatment Plant within 10 calendar days after award of contract, and prior to beginning any work, at a time mutually agreeable to the Contractor and the CO or their designated COR. The purpose will be to review the contract, the work to be performed, established Safety Requirements and procedures and to clarify work areas.

• In addition, the Contractor will be required to submit the following documents to the COR at the post award conference:

▪ List of all employees who will be working on the contract;

▪ List of all vehicles and equipment to be used on the contract;

▪ List of chemicals to be used on the contract and the materials safety data sheets for each.

Payments will be made to the Contractor monthly for services rendered based on unit price quote, in accordance with 52.232-1 Payments. The Contractor shall submit an original invoice monthly in arrears for service performed.

10. CONTRACTOR QUALITY CONTROL PLAN

The contractor is responsible for the management and quality control actions necessary to meet the quality standards set forth by the contract. The contractor shall develop and maintain a quality control program to ensure maintenance services are performed in accordance with this contract.

Each phase of the service rendered under the contract is subject to Government inspection by the COR during any or all times of the contractor’s work. The Government’s Quality Assurance program is not a substitute for the QCP. The Government will monitor the contractor’s performance. Non-compliance with the contract will result in a required service being re-performed to the performance standards as stated in the PWS without additional expense to the Government. The Government reserves the right to utilize any method of inspection as necessary to assure contractor performance with all the requirements of the contract.

No materials, supplies, or processes shall be used that will damage floors, floor coverings, woodwork, painted surfaces, or structures. Materials and supplies that do not fully comply with environmental regulations or that are of a highly caustic or/of a toxic nature shall not be used or permitted in any building or area covered by this contract. The contractor shall refer the contemplated use of any materials of an unidentified or doubtful nature as to flammable or caustic qualities to the COR for approval, prior to use. The Government will assume no responsibility for contractor materials or supplies which are lost, stolen, or damaged. The contractor shall only provide material and supplies that meet or exceed standard industry practices.

11. PERFORMANCE CRITERIA

The designated COR will document contractor performance throughout the term of the contract. If the

COR finds that the contractor's performance fails to meet the performance standards outlined in Section

4, this information will be reported to the CO. The CO may require the contractor to explain, in writing, the cause of the poor performance, any corrective actions the contractor has already taken to obtain an acceptable level and any future corrective actions the contractor will utilize to prevent unacceptable performance.

The contractor shall be required to meet with the COR at least once during the first month of the contract and as necessary thereafter in an effort to establish a partnering relationship with the contractor to address performance problems encountered and their resolution. The time and location will be mutually agreed upon. The Government reserves the right to change the frequency of the meetings depending upon the quality of service provided by the contractor. The Government will prepare and distribute minutes of the meetings to all those who attend. If the contractor does not concur with any portion of the minutes, the contractor shall inform the COR within 5 days of receiving the minutes.

Payment Platform System (IPP) located at www.ipp.gov. The contractor shall be registered in the IPP system before any payment is made to the contractor. The IPP system is FREE to register and use.

APPENDIX A DEFINITIONS/ACRONYMS

As used throughout this contract, the following terms shall have the meaning set forth below and specified as applicable to this contract.

1. As Directed, As Required, As Permitted, Approval, Acceptance - Terms that indicate that direction, requirement, permission, approval, or acceptance of the Contracting Officer are intended unless stated otherwise

2. Biobased Product - a product determined by the U.S. Department of Agriculture to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products

3. Clean - The absence of dirt, dust, discarded materials, encrustation, grease, grime, litter, mold, oil, pieces of paper, rust, scale, trash, residue, or any other extraneous matter on all surfaces or objects which might inhibit proper, safe and healthy operation of the HVAC system.

4. Contracting Officer (CO) - A duly appointed person with the authority to enter into, administer, or terminate contracts, and to make findings and determinations on behalf of the United States

Government. This is the only individual authorized to change a contract or any of the requirements stated herein.

5. Contracting Officer Representative (COR) - an individual, including a contracting officer’s technical representative (COTR), designated and authorized in writing by the contracting officer to perform specific technical or administrative functions.

6. Contractor - The individual, partnership, company, or corporation responsible for the duties and responsibilities under the contract. The term also covers requirements for any subcontractor. The

Contractor is ultimately responsible for ensuring that all subcontractors comply with the provisions of the contract.

7. Contractor Owned Property - All property used on this contract that is owned or furnished by the

Contractor.

8. Customer Feedback - A means for end users to provide comments pertaining to service provided by the contractor.

9. Day - Unless otherwise specified, a calendar day

10. Deficiency - A shortcoming in the quality or state of service performed.

11. Emergency/Special Event(s) - Any unforeseen circumstance or combination of circumstances that requires immediate attention.

12. Facility - Any identifiable piece of real property.

13. Federal Holiday - A federal holiday is any public holiday established by 5 U.S.C. § 6103.

14. Frequency of Service - A system to identify the quantity of services to be performed (e.g.

quarterly, monthly, weekly, etc.).

15. Government Owned Property - All property owned by or leased to the Government, or acquired by the Government under the terms of the contract. Government property includes both

Government furnished property and Contractor acquired property.

16. Inspection - Examining and testing supplies or services to determine whether they conform to contract requirements

17. Maintenance - The work required to preserve and maintain real property or piece of equipment in such a condition that it may be effectively used for its designated functional purpose.

18. Past Performance - An offeror’s or contractor’s performance on active and physically completed contracts

19. Performance Requirements - Tasks to be performed by the Contractor.

20. Performance Requirements Summary Table (PRST) - An outline of contract requirements that identifies the key service outputs of the contract that will be inspected by the Government, and related performance standards, method(s) of performance assessment and surveillance, and portion of required service to total contract value.

21. Performance Standard - The desired results, expressed by the Government, expected from performance of contract services, to satisfy the requirement.

22. Quality Assurance (QA) - Those actions taken by the Government to assure services meet the acceptable quality level established by the contract between the Contractor and Government.

23. Quality Assurance Surveillance Plan (QASP) - An organized, written, "living” document outlining the Government's methodology for monitoring contractor performance.

24. Quality Control (QC) - Those actions taken by the Contractor to ensure that contractor performance meets the requirements of the contract.

25. Quality Control Program - All necessary measures taken by the Contractor to ensure that the quality of service will meet the contractual requirements regarding proper, safe and healthy operation of HVAC equipment, consistency, and conformity with standards and requirements.

26. Workday - A normal duty day, Monday through Friday, except Federal Government holidays.
