About this opportunity
The Bureau of Reclamation is soliciting emergency diagnostic and repair services for a failed 30KVA Model 9390 Eaton uninterruptible power supply (UPS) unit at Hoover Dam in Boulder City, Nevada. The procurement is classified under NAICS code 335312 (Motor and Generator Manufacturing) and PSC code 6125 (Electrical Rotating Converters). The contractor must provide OEM-certified technicians, labor, materials, parts, and tools to troubleshoot, diagnose, repair, and function-test the UPS system in compliance with Eaton manufacturer procedures, using only new OEM parts. Evaluation will be based on the offeror's ability to meet all solicitation terms and conditions, the Contracting Officer's determination that pricing is fair and reasonable, and a determination of contractor responsibility under Federal Acquisition Regulation Part 9. Questions must be submitted by February 25, 2026 at 4:00 PM Mountain Time, and quotations are due February 27, 2026 at 10:00 AM Mountain Time, with both submissions directed to Bryan Williamson at BWILLIAMSON@USBR.GOV.
This solicitation is not a small business set-aside and is being conducted as a noncompetitive sole-source acquisition, with Eaton identified as the only vendor capable of providing OEM-certified technicians and parts for this equipment. The requirement was posted February 20, 2026, with anticipated award in March 2026 via firm fixed price purchase order for diagnostics and a time and materials basis for repair work. The procurement comprises two line items: Item 00010 for diagnostic services and Item 00020 for repair services, each with a delivery requirement of February 28, 2026. Work will be performed at the Hoover Dam Central Powerplant on the 6th floor of the central section powerhouse building and must be coordinated with scheduled equipment outages and Hoover Operations. All contractor personnel must complete mandatory one-hour Hazardous Energy Control Program training before work begins, and the facility's security zone requirements mandate government escort and vehicle identification protocols.
