About this file
This is a noncompetitive sole source presolicitation notice for emergency repair services to a 30KVA Model 9390 UPS unit at the Bureau of Reclamation's Hoover Dam facility. The solicitation number is 140R3026Q0026, and the government intends to award a single contract to Eaton Corp on a sole source basis without competitive bidding, as justified under FAR 13.103-1(b)(1). The requirement includes diagnostics services priced on a Firm Fixed Price basis and repair work on a Time & Material basis, with all labor, supervision, materials, equipment, tools, transportation, and incidentals to be furnished by the contractor.
The services are classified under NAICS code 335312 (Motor and Generator Manufacturing) with a small business size standard of 1,250 employees. Market research through RFI emails to other vendors confirmed that Eaton is the only source capable of providing OEM-certified technicians and parts necessary for the UPS repairs. The repair is considered urgent as the UPS unit provides critical backup power to the Hoover Dam powerplant and essential loads. Award is anticipated in March 2026, with contract information to be posted on SAM.gov. Questions regarding this solicitation should be directed to Bryan Williamson at (702) 293-8452 or bwilliamson@usbr.gov.
