About this opportunity

The Defense Logistics Agency (DLA) is seeking a contractor to purchase and process electronic scrap materials through a two-step solicitation process for e-recycling and demilitarization. The contract will involve purchasing, processing, and potentially reselling electronic waste from military and commercial sources, with specific requirements for demilitarization and mutilation of materials. Contractors must be R2 or e-Steward certified and capable of processing approximately 2,000,000 pounds of electronic scrap monthly across one or two processing sites located in the continental United States. Technical proposals must be submitted by January 27, 2025, with a question submission deadline of January 16, 2025, and will be evaluated based on operational capabilities, equipment specifications, inventory controls, environmental compliance, and financial stability. The evaluation will determine which firms can proceed to the second step of receiving a finalized Invitation for Bid (IFB).

The contract will have a 60-month base period with options for four additional 20,000,000-pound contract extensions, representing a potential total volume of approximately 140,000,000 pounds of electronic scrap over the contract's lifetime. Historical pricing has been around $0.6801 per pound, with an estimated annual weight of 18,304,000 pounds for reusable electronics and 7,171,000 pounds for materials requiring demilitarization. Contractors will need to provide significant financial commitments, including a $200,000 bid deposit, a $3,000,000 payment deposit, and an $8,000,000 performance bond. The contract includes requirements for on-site government personnel, truck and pallet scales, and a web-based "Quarantine Tool" for reviewing and approving items before potential resale. There is no specific small business set-aside for this procurement, and it is open to all qualified vendors meeting the technical and operational requirements.
