About this opportunity

The Defense Threat Reduction Agency issued a Request for Information on September 1, 2026, soliciting CBRN technology nominations for the SCOUT 27 Operational User Trial scheduled for March 12–18, 2027, at Joint Expeditionary Base Little Creek-Fort Story, Virginia, with Phase 1 submissions due October 9, 2026. This RFI is for information and planning purposes only and does not constitute a commitment to contract; the government will not pay for submissions or reimburse development costs.

DTRA seeks two distinct technology categories: ruggedized prototypes at Technology Readiness Level 4–6+ for operational assessment by joint warfighters during the main event, and early-stage concepts at TRL 1–3 for the concurrent Concepts Crucible exhibition track featuring static displays. The government explicitly prioritizes disruptive innovation over incremental improvements to existing CBRN defense technologies.

Four core operational focus areas guide submissions: decentralized early warning and tactical data fusion; warfighter burden reduction and extended protection; autonomous and precision hazard mitigation; and tactical-edge diagnostics with expeditionary resiliency.

Eligible respondents include industrial and commercial entities, federal R&D organizations, academia, non-profits, FFRDCs, and UARCs. All submissions must be unclassified. Phase 1 entries are submitted via the JETT portal; selection notifications occur November 16, 2026, followed by technology coordination interviews November 17–December 7, 2026. Selected respondents are provided venues and assessment personnel at no cost but bear travel and shipping expenses.

Notice text

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be synopsized on the SAM.gov website: https://sam.gov/. It is the responsibility of potential offerors to monitor this site for additional information.

The primary purpose of this RFI is to solicit technology nominations specifically for SCOUT 27 and its concurrent Concepts Crucible event, scheduled for 12-18 March 2027 at Joint Expeditionary Base Little Creek-Fort Story, VA.

The objective is to evaluate early-stage concepts and mature prototypes in realistic, threat-informed environments. This campaign will deliver actionable, quantitative and qualitative data directly from Warfighters by rigorously assessing form, fit, function, usability, and DOTMLPF-P (Doctrine, Organization, Training, Material, Leadership & Education, Personnel, Facilities, and Policy) integration.
