About this opportunity

The Defense Logistics Agency seeks replacement of six Computer Room Air Conditioning (CRAC) units at Defense Supply Center Richmond (DSCR) Building 46, with proposals due June 22, 2026, and questions due June 15, 2026. This procurement is set-aside 100% for small businesses and carries a 120-mile commutable radius requirement from the DSCR facility.

Place of performance is North Chesterfield, Richmond, Virginia. The contractor must be normally engaged in HVAC as a primary business line with at least seven years of documented experience on air conditioning systems, and must be headquartered within a 120-mile radius of DSCR; mobilization point must be a contractor-owned location. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19 million. A Davis-Bacon Act Wage Determination applies based on the service location.

The contract is firm-fixed price with an expected period of performance of 270 days from notice to proceed and an estimated magnitude between $500,000 and $1,000,000. The project involves installing five replacement water-cooled CRAC units in Building 46 Mechanical Equipment Room (Units 1-1A, 1-1B, 1-1C, 1-2A, and 1-2B) and one in Staging Room 153B (Unit 1-3), removing failed Data Aire Gforce Ultra units, recovering refrigerant per EPA standards, reconnecting electrical and water systems, and providing manufacturer training.

Award goes to the lowest priced, technically acceptable offeror under lowest-price technically-acceptable evaluation. Technical acceptability weighs past performance data pulled from CPARS and SPRS. Technical submissions are limited to five pages and must include work description demonstrating comprehension of the Statement of Work and past performance documentation for at least five completed projects within the last five years. Pricing is submitted via SF 1442 with firm-fixed quote. Liquidated damages are $500 per day for delays. Partial proposals are not accepted. All personnel require DBIDS vetting for facility access.
