About this file
This is a Questions and Answers document addressing technical clarifications for a CRAC (Computer Room Air Conditioning) unit replacement project at a facility identified as DSCR (likely a Department of Defense facility requiring DBIDS vetting).
The project involves replacing CRAC units in a mechanical room and staging room with a 270-day completion deadline from Notice to Proceed. Key technical specifications and requirements include: raised access flooring of 24 inches throughout affected areas; systems integrated into the Building Automation System via Bacnet IP card requiring Honeywell reintegration due to proprietary Comfort Point controls; no glycol in cooling water supply lines; no requirement for 3-way valves or water regulator valve replacement; existing 2-way valves are adequate; no smoke detectors equipped on the CRAC units themselves; and no pre or post tabs required. Life safety systems are not located within CRAC ductwork and require no modification. The cooling water system does not contain glycol, and valves should not require replacement as the project scope is limited to replacing CRAC unit assemblies only with equivalent supportable units. Temporary cooling will be provided by DSCR when CRAC Unit 1-2B is taken offline, as the space it serves is critical and requires temperature maintenance. Project team personnel will have unescorted access during normal operations after coordination with building maintenance and security, though all individuals accessing DSCR require DBIDS vetting. Equipment manufacturer lead times for A2L refrigerant transition units will be accommodated with deadline extensions if necessary, subject to proper notification and justification to the contracting officer.

1. Are there life safety controls within the ductwork associated with the CRAC units that will need to be disconnected, relocated, reprogrammed, or recommissioned as part of this project? If so, what type of life safety systems is it? Does the installation has a point of contact for access to the system if needed?
Life safety systems are not located within the CRAC unit systems and controls and do not require removal/relocation/reprograming as a part of this project.
2. Will there be a representative responsible for placing the existing system into test mode during the duration of project to prevent or minimize alarm activations? If needed the fire suppression team will disable the system for work being performed
3. As discussed during the site visit, please confirm that temporary cooling is not required and will not be included as part of this project for the replacement of CRAC Units located in the staging room. FRIU will relocate the portable units from the main data room over to the one room that needs to be secure
4. Please confirm if the project team will have unrestricted access to enter and exit the building during the project operations, or if an escort will be required for site access?
Project team will be able to access the building and mechanical room spaces unescorted during normal operations. Will coordinate with building maintenance and security to ensure proper notifications are made as to space access. All individuals accessing DSCR will need to complete DBIDS vetting in order to enter and exit the base, as described in the
SOW.
5. Please provide a wide-angle photos of the work area and room access points? This will help us better assess the location and determine the most appropriate positioning for equipment and material access during the project.
See attached
6. Is there an existing control or monitoring system associated with the CRAC units? If so, could you please provide details on the type of controls currently in place and confirm whether the units are integrated into the Building Automation System (BAS)? Additionally, please specify the BAS platform or system currently being utilized. Systems are integrated into the BAS, via Bacnet IP card. Honeywell would need to reintegrate when systems are installed due to Comfort Point being proprietary.
7. If the CRAC units are connected to the BAS, could you please clarify whether the system provides full monitoring and trending of operational points, or if it is limited to alarm and status notifications only? Please clarify which points are currently being monitored through the controls/BAS alarm system? System would be connected via the Bacnet Ip Card and tied back into the bas, answered this question above.
8. Is there a requirement for pre or post tabs? No
9. Can you confirm whether there is any glycol water mix in the Water loop?
System does not contain any glycol in the cooling water supply lines.
10. Units come equipped with a 2-way, is there a need for a 3 way valve?
System does not require the need for a 3-way valve.
11. Can you provide the Height of the raised floor?
Raised access flooring throughout the affected mechanical room and staging room is 24”.
Existing tile details - ACCESS FLOOR; TATE INC., STYLE: HIGH PRESSURE LAMINATE;
NEVAMAR; COLOR: GREIGE MATRIX MR2002FT
12. Are the systems equipped with Smoke Detectors and If so, where are they located?
CRAC Units themselves are not equipped with smoke detectors as part of the integrated units.
13. Are there any high temperature sensors on the equipment. Unable to determine by Model and Serial number. That would be done via the bacnet ip card
14. Do the systems require BAS integration and if so, can you please provide contact information for your preferred contractor? Honeywell service.
15. Is there any requirement for Temporary Cooling and who is responsible for cost of said cooling?
Temporary cooling will be required at the time CRAC Unit 1-2B is taken offline as the space it serves is of a critical nature and requires temperatures to be maintained. Coordination and timing of the equipment being taken offline will need to be communicated with DSCR maintenance shops to ensure that the space is properly cooled. DSCR will provide temporary cooling to the affected space.
16. Do the Water Regulator Valves need to be replaced?
Valves should not need replacement. Project intended to replace CRAC unit assemblies only with equivalent parts supportable units.
17. The CRAC Unit Manufacturers are starting the transition to A2L equipment and have warned of possibly longer lead times on the equipment. Will this be taken into account in regard to the completion deadline of 270 days from NTP?
Should equipment manufacture lead times require extension of the completion deadline dates, this will be taken into account and adjusted accordingly with proper notification and justification to the contracting officer.
