The procurement is a Women-Owned Small Business set-aside under NAICS 336611, firm fixed-price contract awarded on best-value basis with technical capability and past performance weighted significantly higher than price.
Place of performance is Santa Rita, Guam. The contractor must provide a drydock facility accessible from navigable waterway with minimum 12-foot water depth and 60-foot height clearance. Performance spans April 27 through August 24, 2027. The 17-work-item scope includes hull plating inspection with ultrasonic and 3-D scanning, tank and void cleaning with interior coating renewal, watertight closure testing and repair, propulsion shafting system overhaul with propeller and rudder renewal, electrical and ventilation system maintenance, bow thruster and stern launch door service, sewage and grey water system work, topside and underwater coating renewal, and cathodic protection maintenance. Government furnishes replacement propellers, shafts, rudders, fin stabilizer components, bow thruster parts, and zinc anodes.
Technical submissions must include detailed project planning with schedule and critical path analysis; QP1-certified painter resumes for coatings quality control; sewage and grey water system cleaning procedures; thermographic inspection certifications at ANSI/ASNT Level 1 or higher; welding procedures per SFLC Standard Specification 0740; drydock facility certifications and calculations per SFLC Specification 8634; and fire safety plan. Site visits must be completed by September 10, 2026. Quoters must submit past performance documentation limited to drydock ship repair work within three years of posting. All work conforms to Coast Guard technical publications, Work Item Standards and Specifications, vessel coatings specifications, and industry standards including ABS rules and ASTM specifications. Quotes must remain firm for 90 days. Prior to performance, contractor must procure Ship Repairer's Liability insurance ($500,000 per occurrence), Comprehensive General Liability insurance ($500,000 per occurrence), Longshoremen's and Harbor Worker's Act coverage, and State Workmen's Compensation coverage.
