About this file

This is a Statement of Work (SOW) for drydock repairs and maintenance of the USCGC MYRTLE HAZARD (WPC 1139), a 154-foot Sentinel Class U.S. Coast Guard cutter, scheduled for FY2027. The document establishes comprehensive technical specifications and performance requirements for 17 distinct work items covering hull repairs, propulsion systems, electrical systems, structural components, and coating systems.

The SOW encompasses preventive maintenance and corrective repairs across major vessel systems including hull plating inspection with elevated ultrasonic and 3-D scanning capabilities, tank and void cleaning with interior coating renewal, watertight closure testing and repair, complete propulsion shafting system overhaul with propeller renewal and 3-D scanning, piping systems inspection, electrical power distribution system work, ventilation system maintenance, rudder and fin stabilizer system overhaul, bow thruster system service, stern launch door system repairs, sewage and grey water system work, topside structure and coating system renewal, underwater body preparation, and cathodic protection/antifouling system maintenance. Government-furnished property (GFP) includes replacement propellers, shafts, rudders, fin stabilizer components, bow thruster parts, and various zinc anodes totaling significant material value. The contractor must provide all necessary pier-side services, environmental protection compliance, safety certifications, quality assurance inspections with coatings inspector oversight, temporary vessel habitability services, and conduct pre-drydocking and post-drydocking sea trials. Extensive reporting requirements include Critical Inspection Reports (CIRs), Corrective Finding Reports (CFRs), coating quality assurance forms, welding plans, and specialized technical reports for each work item, with mandatory submission of initial inspection reports within the first 25 percent of contract performance. All work must conform to referenced Coast Guard technical publications, WISS (Work Item Standards and Specifications), vessel coatings specifications, and applicable industry standards including ABS rules and ASTM specifications.
